Xinhua News Agency, Changsha, December 17 -

Question: Why do some areas of "limited power"?

Can the power supply be guaranteed?

Xinhua News Agency "Xinhua Viewpoint" reporter

Recently, the power supply in Hunan and Jiangxi has been tight, and Zhejiang has also restricted power consumption, which has aroused widespread concern from local enterprises and residents.

What is the power supply situation in these areas?

Why the power cut?

Can the subsequent power supply be guaranteed?

In response to these issues, reporters from "Xinhua Viewpoint" conducted an investigation.

Some companies switch to night production

Recently, Hunan, Jiangxi, Zhejiang and other places have successively issued notices on orderly use of electricity or curtailment.

Orderly electricity consumption has been started in Changsha, Hunan and other places.

Relevant departments of Hunan Province propose that all kinds of industrial and commercial enterprises should take the initiative to produce off-peak, close unnecessary landscape lighting facilities, and residents, party and government agencies, enterprises and institutions should try not to use high-energy-consuming appliances during peak load hours.

The Jiangxi Provincial Development and Reform Commission decided to implement interruptible loads in the morning and evening peak hours from December 15 and start orderly electricity use.

Zhejiang Province and several cities have issued notices requiring relevant units to turn on heating equipment such as air conditioners when the temperature in the office area drops below 3 degrees Celsius (including 3 degrees Celsius), and the set temperature should not exceed 16 degrees Celsius.

Electricity rationing for production in some areas.

"We haven't encountered the situation of'power curtailment' for several years!" A staff member of an industrial vehicle manufacturer in Hunan told reporters that due to insufficient power supply during the day, they adjusted the production time from December 16 to "shift peak" to night From 9 am to 5 am, the office premises do not turn on air conditioning during the day.

The person in charge of an industrial park in central Hunan stated that the enterprises in the park started to "cut off electricity" last weekend, and electricity consumption has dropped by 20% to 30% compared to before.

By the end of the year, many companies are producing at full capacity, and "power curtailment" will have a certain impact on the operation of their equipment and the delivery of orders.

Power outages occurred in some areas of some cities, and citizens in many places reported many inconveniences in work and life.

Some citizens "posted" their own experiences on the Internet: some people had to climb 20 floors to work because of a power outage in the company's office building; some company employees discovered that the restaurant had closed due to a power outage during lunch.

What are the reasons for the tight power supply?

In response to the tight supply of electricity in some places, the National Development and Reform Commission responded on the 17th: First, the rapid recovery of industrial production has stimulated the growth of electricity consumption.

The added value of industrial enterprises above designated size in Hunan in November increased by 7.4% year-on-year, and from January to November it increased by 4.3% year-on-year, 2 percentage points higher than the national average.

The value added of Jiangxi's industrial enterprises above designated size in November increased by 7.9% year-on-year, and from January to November increased by 4% year-on-year, which was 1.7% higher than the national average.

The value added of the industrial enterprises above designated size in Zhejiang in November increased by 11.9% year-on-year, ranking fifth in the country; from January to November, it increased by 4.8% year-on-year, more than twice the national average.

The second is the extreme cold weather, which further increases the electricity load.

Since December, affected by strong cold air, the temperature in Hunan and Jiangxi has been abnormally low.

Heating in these areas is dominated by electricity, which further increases electricity consumption.

Third, the limited external power receiving capacity and unit failures increase the difficulty of ensuring power supply.

The power channel capacity outside Hunan is 6 million kilowatts, and the power channel capacity outside Jiangxi is 2.6 million kilowatts, all of which have been delivered.

Coal-fired power plants have increased the risk of failures due to long-term high-load operation. The units of Hunan Yueyang Power Plant and Baoqing Power Plant have recently failed and shut down, affecting 1.02 million kilowatts of power supply.

According to reports, Zhejiang’s current power supply can guarantee the province’s power demand and there is no shortage of power supply; some places have adopted measures to limit power consumption in order to promote energy conservation and emission reduction.

According to the “dual control” plan for total energy consumption and intensity previously issued by Zhejiang Province, by 2020, total coal consumption in Zhejiang will be reduced by more than 5% compared with 2015 and controlled within 131 million tons; on the basis of the balance of each city, the cumulative Free up energy space for more than 6 million tons of standard coal.

How to protect electricity demand in the next step?

It is understood that with the continued low temperature, rain and snow, the shortage of power supply in some places will continue until around the Spring Festival next year.

The current contradiction between power supply and demand, and the superposition of contradictions between development and emissions have brought no small test to local governments.

A few days ago, Hunan Province has set up a special work class. Relevant departments are strengthening coal-fired oil and gas operation scheduling, actively coordinating coal railway transportation capacity in Shanxi, Shaanxi and other places to ensure full and stable generation of thermal power units, while doing scientific hydropower scheduling.

According to the relevant person in charge of the Hunan Provincial Development and Reform Commission, Hunan Province’s integrated thermal power generation unit is fully connected to the grid for power generation, while the Gansu, Three Gorges and other UHV and ultra-high voltage lines are fully loaded with power to Hunan. The thermal coal inventory can basically meet the province’s 14 integrated thermal power companies. Coal demand in recent times.

The relevant person in charge of the Energy Conservation Division of the Zhejiang Energy Bureau said that in order to ensure the winter energy supply, the provincial government administrative agency will take the lead in complying with the energy-saving initiative and make every effort to ensure the residents' electricity consumption.

In response to the "power curtailment" policy introduced due to emissions issues, some business leaders believe that this year is a special year hit by the epidemic and that "simplified, one-size-fits-all" measures should be avoided as much as possible to prevent small and medium-sized enterprises that are already struggling to survive. "Making things worse."

The National Development and Reform Commission stated that, in the face of the rapid increase in electricity demand since the beginning of winter, it has worked with relevant departments and power companies to actively take measures to effectively guarantee electricity demand.

In the next step, we will continue to guide localities and power companies to ensure power supply, improve power generation capacity, optimize operation methods, increase the supply of electric coal through multiple channels, coordinate and solve electric coal transportation capacity in a timely manner, and effectively guarantee power demand.

For some areas that do have short-term power supply gaps, scientific and reasonable dispatching shall be carried out to ensure that the electricity consumption of residents is not affected.

The National Energy Administration stated that it will urge power grid companies to optimize their operation methods and tap the power transmission potential of inter-provincial and inter-regional connection lines; strengthen unit operation and maintenance to avoid power gaps caused by temporary shutdown of important equipment; and further improve the supply of electricity and coal; Supervise and urge all regional electric power authorities to implement emergency plans and prepare for disasters such as low temperature, rain, snow and freezing.

In the long run, industry insiders suggest strengthening the construction of energy infrastructure in weak areas, developing integrated energy utilization methods such as natural gas distributed power generation, pumped storage power stations, and multi-generation, and realizing "peak reduction and valley filling" through price mechanisms.
