He pointed out that a total of 6 units and 43 individuals have been recorded in the record of serious dishonesty.

A total of 19,593 people have been limited to flying.

  Guo Rengang said that in recent years, the rapid development of the civil aviation industry is obvious to all.

With the continuous expansion of the operation scale of the industry, the operation entities are becoming increasingly diverse, and the operation mode is becoming more and more complex, and the traditional supervision mode can no longer meet the needs.

To this end, we have innovated a series of work methods such as precision supervision, credit system, statutory self-inspection, and off-site supervision to enhance the effectiveness of supervision and the level of law enforcement.

  The first is to continuously deepen the concept of precise supervision, from micro-supervision to macro-supervision, from marking people to things to focusing on organizations and systems, and from focusing on technology supervision to focusing on governance system supervision.

  The second is to establish a credit management system covering both the supply side and the demand side.

The supply side restricts units and individuals that engage in civil aviation activities within my country or engage in civil aviation activities outside China that require my country's approval.

Supervise and urge enterprises to be honest and trustworthy by establishing a record system for serious dishonesty behaviors and implementing credit punishments.

A total of 6 units and 43 individuals have been recorded in the record of serious dishonesty.

The demand side restricts the flight of passengers who have been imposed administrative penalties or held criminal responsibility by the public security organs for performing nine kinds of acts endangering the safety of civil aviation in airports or aircraft to prevent the adverse effects of illegal passenger behaviors on the safety of civil aviation.

  The third is to establish an enterprise statutory self-inspection system, strengthen the main responsibility of civil aviation units, and supervise and urge enterprise self-discipline in accordance with the law, effectively reducing the occurrence of problems.

Taking the jurisdiction of East China as an example, the number of problems found in administrative inspections by the bureau has decreased year by year. In 2017 (a total of 2,830 items), a year-on-year decrease of 12.7% compared with 2016 (a total of 3242 items), and a year-on-year decrease of 44% in 2018 (1584 items). The year (1667 items in total) was basically the same as 2018.

  The fourth is to innovate off-site supervision and conduct law enforcement inspections through remote audio-visual materials, graphics, and electronic data.

This year, a large number of on-site supervision work cannot be carried out due to the epidemic. Off-site supervision can ensure the orderly progress of supervision while meeting epidemic prevention requirements.
