In its first report, the Corona Commission reviews a number of different shortcomings in Swedish elderly care, shortcomings that are believed to have contributed to the high death rates.

At the same time, the Commission believes that the most important explanation has been the widespread spread of infection in society.

How it could become so extensive, however, the Commission does not examine in more detail in this report.

It will come in later reviews.

The criticism of how elderly care works in Sweden is otherwise ruthless.

It is about everything from unclear responsibilities to an unsustainable personnel situation.

There were no preparations to deal with a pandemic and once it did, the shortcomings were exposed.

Criticism of the government

Basically, it is about difficulties in coordinating an activity where 290 municipalities and 21 regions are responsible, where the actors are many, of which several are private, and where the activity is characterized by low staffing and lack of competence.

At the national level, there was also a lack of a national overview of the municipalities' preparedness.

Ultimately, the government is responsible, the commission states.

Neither this government nor previous governments have tried to remedy the problems, despite being aware of them.

The Commission also criticizes the current government for insufficient or late implementation of measures taken last spring.

This includes the introduction of a national restraining order in elderly care.

That should have happened earlier, the Commission says.

This criticism is much more difficult for Löfven's government to defend itself against because it is aimed at what the government has done or not done during the crisis.

Expect the opposition to choose to focus its criticism, especially here.

Authorities are criticized

But the authorities are not free from criticism either.

Both the Swedish Public Health Agency and the National Board of Health and Welfare receive harsh criticism for their priorities and actions during the crisis.

This first interim report from the Corona Commission examines how care for the elderly and care for the elderly has handled the pandemic.

This is an important report.

From the outset, both the government and the authorities pointed out the protection of the elderly as the most important goal of the Swedish corona strategy.

In that case, the strategy has been a failure.

The Commission clearly states that "the strategy to protect the elderly has failed".

Used by the opposition

The Commission's report will be used extensively by the opposition and other critics of the government's corona strategy.

At the same time, it may be tougher for the government when the Commission is to examine the great course of the crisis, ie why the spread of infection has become so extensive in Sweden.

It is also the main explanation for the high death rates.

But here the actions of the 21 regions will also be examined, which the government can use politically as a counter-argument as many of them are governed by bourgeois coalitions.

The government is otherwise pressured by the debate over corona management.

It was also noticed on Tuesday.

Even before the Corona Commission presented its conclusions, Minister of Social Affairs Lena Hallengren announced new political initiatives to improve Swedish care for the elderly.
