With the “Building Land Mobilization Act”, Federal Building Minister Horst Seehofer (CSU) wanted to ensure that tenants were better protected against converting their rental apartments into condominiums - but this would also have made it much more difficult for the tenant to buy apartments.

In the ranks of the CDU there was therefore resistance to the project, and the two Hamburg members of the Bundestag, Christoph Ploß and Christoph de Vries, pushed for changes to the legal text.

Now a stage victory has apparently been achieved, Seehofer wants to make the conversion ban subject to approval.

This means that authorities can still grant approval for a conversion into a property under strict conditions and evidence.

De Vries now wants more: “The current state of negotiations is not sufficient.

The decision about the conversion of housing must not be exposed to the political arbitrariness of the respective local government. "

Further changes are necessary

Ploß also announced that he would continue to push for changes.

“Our initiative is showing initial success.

We will continue to work towards the goal that more Hamburg residents can fulfill their dream of owning their own property. ”The Hamburg regional association is therefore preparing further initiatives that are to be introduced at the federal level.

In Hamburg, the ownership rate is currently only around 25 percent.

Criticism also from the associations

The President of the Central Association of the Housing Industry GdW, Axel Gedaschko - once the Senator for Urban Development and Economic Affairs for the CDU in Hamburg - was also critical of the Federal Ministry of Construction's original plan because it does not address the problem of housing shortages in metropolitan areas: “We need more and cheaper properties and faster planning and approval processes, ”he said.
