His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, affirmed that serving citizens and residents on the land of the Emirates in accordance with best practices is a priority, which makes our government system flexible and renewable to achieve our aspirations.

The council approved a number of organizational decisions, new structures for ministries and federal institutions, and re-formation of councils in the government.

His Highness Sheikh Mohammed bin Rashid Al Maktoum said: “We approved the establishment of a National Commission for Human Rights in the UAE. The Commission will monitor this file and coordinate with all concerned parties internally and externally to maintain the level of civilization that our country has reached in this file.”

The National Commission for Human Rights aims to strengthen the position of the state in international and regional forums, and to develop effective international networks with individuals and institutions around the world, in a way that serves the goals and interests of the state, and the commission will have, according to law, an independent legal personality, and enjoy financial and administrative independence in the exercise of its tasks, activities and competencies.

The establishment of an independent national human rights body enhances the stature of the state and the visibility of its roles in the field of human rights at the international level, as it is a national mechanism guided in its work by the Paris Principles for National Human Rights Institutions approved by the United Nations General Assembly.

The draft federal law regarding the authority includes 25 articles that define its objectives, terms of reference, composition of its board of directors, membership conditions, term and committees, and its relationship with the competent authorities, in addition to the internal regulations to organize its work.

On the other hand, the Council of Ministers, within the organizational affairs of government work, approved the restructuring of the Emirates Competitiveness Council, to take charge of enhancing the state’s competitiveness and supporting it with the necessary policies, strategies and legislation, in coordination with government agencies, following up the coordination and implementation of initiatives and implementing plans, and assessing national and international competitiveness in cooperation and partnership between the government and private sectors. .

In this context, His Highness said: “We approved the restructuring of the Emirates Competitiveness Council so that the Council will start its new year in 2021 with a new vision to consolidate the competitiveness of the UAE .. The Council approved the renewal of the formation of the Judicial Coordination Council, headed by Minister of Justice Sultan bin Saeed Al-Badi, and the membership of representatives of the judicial authorities in the country for a period of three years, in order to enhance the competitiveness of the state and support the judicial systems and continuous coordination to develop judicial services provided to dealers in various fields, in addition to the active role of the Council in Preparing the future directions of the country in the area of ​​security, justice and safety.

In its session, the Council also approved the amendment of some provisions of the Cabinet's decision regarding the establishment of the Emirates Council for Sharia Fatwa, and the amendments included granting the Emirates Council for Sharia Fatwa the financial and administrative independence necessary to achieve its goals and carry out its functions, and its subordination to the Minister of Presidential Affairs, and the council is formed by a decision of the Council of Ministers based on a recommendation Minister of Presidential Affairs, whose headquarters shall be in the Emirate of Abu Dhabi.

The Cabinet also approved the approval of Dubai Harbor Port as an official coastal border outlet in the UAE, with the aim of providing the necessary entry and exit services for international tourists, cruise ships and yachts at cruise terminals and berths in Dubai Harbor.

Follow-up on money laundering and terrorist financing crimes

The Cabinet also approved, in its session, the establishment of the Executive Office to Combat Money Laundering and Terrorist Financing, with the aim of enhancing the country's position and competitiveness in the field of combating money laundering, following up on all international requirements, the state’s performance in the field of financial compliance in accordance with international best practices, and effective participation in information exchange and coordination. The Council also approved the unified list of violations and administrative fines for violators of the provisions of Federal Decree Law No. (20) of 2018 regarding countering money laundering crimes and combating the financing of terrorism, and financing illegal organizations who are subject to the control of the Ministry of Economy and the Ministry of Justice, and these administrative fines range from 50 thousand One dirham and not more than five million dirhams for each violation.
