Düsseldorf (dpa / lnw) - When children are taken into care by the youth welfare office, for example because of suspected abuse, they must be heard and involved more.

The child protection commission of the state parliament called for this in its annual report presented on Thursday.

The commission criticized the involvement of children as affected persons as a legal obligation, which is rarely fulfilled in a child-friendly manner.

In the judicial proceedings, too, the children's personal concerns quickly fell out of view, criticized the commission, citing experts.

The commission advocates a critical review of the personnel key figures for youth welfare offices in NRW.

No other federal state has such a high number of youth welfare offices as NRW with 186. 40 offices have fewer than 25 employees.

On average, only five people worked there in the General Social Service (ASD).

The commission also called for sexual abuse and child protection to be introduced as compulsory subjects for study and further training for employees.

In addition, a state department for child protection should better coordinate the work of the various authorities and agencies.

The state parliament installed the child protection commission in November 2019 under the impression of the major abuse scandals in the state, for example of Lügde and Bergisch Gladbach.

The aim of the commission is to strengthen children's rights.
