Why is the damage so severe?

Insufficient attention to the protection of survey signs, insufficient investment, and ineffective protection have seriously affected the development of surveying and mapping activities.

  According to related investigations, in recent years, the responsibilities of inspection, maintenance, and custody in various regions have not been properly implemented, the status of the measurement signs is unknown, the funding is insufficient, and the actions to deal with the damage to the measurement signs are insufficient, and the problem of land security is difficult to effectively solve.

At the same time, the survey signs also face problems such as lack of a unified national protection management platform, backward management methods, and lack of professional management and protection forces at the grassroots level.

In addition, some provisions of the current laws and regulations are inconsistent with practice, restricting the reform and innovation of the protection of measurement signs.

Therefore, at present, it is very necessary and urgent to strengthen the protection of measurement signs. It is urgent to start from the actual work, innovate work measures, and improve the pertinence and effectiveness of protection work.

In order to solve the urgent problems facing the protection of survey signs as soon as possible and gradually improve the working mechanism in the long-term, the Ministry of Natural Resources will advance the protection of survey signs step by step.

  In response to the outstanding problems existing in the protection of measurement marks, the Ministry of Natural Resources issued a "Notice" based on special investigations, which clearly included national-level measurement marks into territorial management, and refined the Ministry of Natural Resources and local natural resources authorities.   As the current measurement signs are directly entrusted to local residents by the construction unit in the form of "one thing, one action", the local natural resources authority is unaware of the entrusted custody matters and is unable to effectively manage the entrusted measurement signs in the jurisdiction, resulting in entrusted custody becoming form.

The "Notice" puts forward a path to optimize the entrusted custody mechanism to effectively connect the signs construction, entrusted custody and other work links.
