  • The family: the strategy of the Francs not to hand over the Pazo de Meirás

  • The sentence: The Franco family must return the Pazo de Meirás to the State on December 10

After the historic ruling that orders the Franco family to hand over the Pazo de Meirás to the State, it is time to start thinking about what use the property will have.

Hours before this Thursday it formally passes to the public heritage, all the administrations that took the property recovery to court sat at the same table to "advance" in that immediate future, although, for now, they have not reached an agreement .

The central government and the Xunta agree that it must remember the "complete history" of the Pazo, both the part linked to Franco as head of state and its origins linked to

Emilia Pardo Bazán

, although the discrepancy arises in that the central Executive intends to focus it more towards the recovery of historical memory, while the regional government is more in favor of focusing it on Pardo Bazán, who ordered the building to be built in 1893, before in 1938 it became a summer residence for the dictator in the Coruña town of Sada.

Next week they are summoned to a new meeting and, for the moment, the only thing that they have agreed has been to resume, in a period of between four and six weeks, the visits to the Pazo.

Meirás has been declared an Asset of Cultural Interest (BIC) and, as such, the Franco family, which until the September ruling was the owner, was obliged to open it to the public four days a month.

These visits were managed by the Francisco Franco Foundation.

Reformulate visits

Facing this new stage, all the administrations agree that it is necessary to reformulate the visits and that period of one month or month and a half is given for the experts to advise them on the best way to carry out those visits.

The first vice president of the Government, Carmen Calvo, advanced that the Government will manage them, although with the Xunta, and that if something is clear is that, when they reopen their doors, they will do so "with a democratic perspective", counting "what truth of what happened ".

Carmen Calvo, visible head in the previous symbolic gesture of the Executive against the Francs, their exhumation of the Valley of the Fallen, also leads this negotiation.

She herself called the meeting, which was attended by the president of the Xunta de Galicia, Alberto Núñez Feijóo;

the president of the A Coruña Provincial Council,

Valentín González Formoso

;

and the mayors of Sada and A Coruña,

Benito Portela

and

Inés Rey

, and, at the end, announced those visits.

In addition, he insisted that, when the population re-enters, it will meet "with history" and also with the claim of Emilia Pardo Bazán, "a figure so important to understand Galicia and Spanish literature."

The objective of the Government will be to prevent it from becoming "a place of remembrance of the Franco regime" or of "exalting the figure of Franco" and it also advanced that its intention is for the Pazo to open more than those four days a month today.

"Fundamental decision"

Calvo claimed that the delivery of the Pazo has a great "significance for the memory of this country" and wanted to value the importance of social activism for the recovery of the property, although insisting that the claim reached the courts and was finally he managed to regain his ownership as a result of a "fundamental political decision" taken by the socialist government.

Apart from those future uses that it may have, the property is already, according to Calvo, "a place of dignity for the memory of this country and also a symbol of understanding between administrations for its recovery. That understanding, as he assured, was maintained in the meeting "very constructive" this Thursday.

After the meeting, which lasted for more than an hour and a half, Alberto Núñez Feijóo also appeared, who wanted to remind Carmen Calvo and her Government that "selective memory is a form of forgetfulness", hence it is important to remember that " the Pazo existed before Franco, it already had a utility before the Franco regime ", and tell its story" before, during and after "the dictatorship.

Feijóo also advanced that, in view of this future public use of the Pazo, the Galician Government gave Calvo a Use Plan that intends for Meirás to become a "place of literary and cultural creation", exactly the objective that Emilia Pardo Bazán was looking for when it I command to build.

Its objective is to "recover its essence".

That future Meirás would value "his work" and also his "legacy as a precursor of equality", so they want him to become "the beacon of equality in Spain and in Europe" to vindicate the role and creative force of the woman.

The Feijóo Executive joined in 2019 the lawsuit filed by the State Attorney to claim ownership and, previously, in 2017, had already commissioned a report from a committee of experts that endorsed the property claim.

Now, his intention is that it becomes the patrimony of all Galicians.

Feijóo demanded by letter to the Government the transfer of ownership of the property to the community and this Thursday he recalled it in the meeting with Calvo.

At the moment, he does not have an answer.

The Attorney General of the State,

Consuelo Castro Rey

, will lead this Thursday the judicial act of handing over the keys of the Pazo to the State in a visit in which she will be accompanied by the Undersecretary of Finance,

María del Pilar Paneque Sosa

, and without any political representative of the Government.

Previously, the State will verify that the Francs have not withdrawn any property from the Pazo in recent days.

To do this, they will collate the content of the judicial inventory carried out on the property, which accounted for 697 assets, 616 inside and 81 abroad.
