At present, as Khamzaev specified, for the consumption of narcotic drugs and psychotropic substances, including in a public place, fines of 4,000-5,000 rubles or administrative arrest for up to 15 days are provided.
However, these fines, in his opinion, are insignificant even in comparison with others for administrative offenses.
For example, for parking a motor vehicle on a lawn in Moscow, a fine of 5,000 rubles is provided - the same as the maximum fine for drug use in a public place in the presence of others.
“In this regard, I ask you to consider the expediency of amending Art.
6.9 and 20.2 of the Administrative Code of Russia in terms of increasing the fines for the consumption of narcotic drugs and psychotropic substances up to 20,000-30,000 rubles, ”the text of the appeal says.
