05 December 2020The circular of the Interior Ministry signed by the head of the Cabinet of the Ministry of the Interior Bruno Frattasi addressed to the prefects for the Christmas holidays which will cover the period from 21 December to 6 January, according to the new dpcm of last December 3.

will serve the self declaration form in cases of journeys made to reach relatives or friends are not self-sufficient, is what can be read in the circular: "it is noted that between the situations of need, for which remains stationary use of the self-declaration form, can to include, by way of example only, the need to reach relatives, or friends, who are not self-sufficient, in order to provide them with assistance, according to what has already been clarified in the specific faq published on the government website ". 

Checks on the roads

Pay attention to checks on the roads for moving between regions from 21 December to 6 January and, between the municipalities, on Christmas, St. Stephen and New Year's days.

This is what a passage of the Viminale circular addressed to the prefects asks, which reads: "Attention should be paid to the checks to be carried out on the main traffic arteries and on the various nodes of the transport networks, especially in consideration of the movements resulting from the particular restrictions provided for by paragraph 4 of article 1 of the dpcm ". 

The Minister of the Interior Lamorgese

has announced the intervention of 70 thousand units of police forces in charge of monitoring the new rules for the days of the Christmas holidays.

New Year's Eve

In hotels with restaurants on New Year's Eve, dinner will be allowed only in one's own rooms.

"From 18.00 on 31 December 2020 and up to 7.00 on 1 January 2021 - writes the Viminale - catering in hotels and other accommodation facilities will be allowed only with room service. Therefore, any form of catering in the appropriate common areas that may be present in the aforementioned structures ".  

No second case

'' From 21 December 2020 to 6 January 2021 there is a ban on travel between different regions or autonomous provinces, regardless of the respective level of risk, unless there are proven work needs, situations of necessity or health reasons 'but' 'in any case, the return to one's residence, domicile or home is still permitted, with the exclusion of travel to second homes located in another region or autonomous province'.

The ban on moving '' also applies to second homes located in another municipality ''.

The circular emphasizes that `` among the situations of need, for which the use of the self-declaration form remains unaffected, may include, merely by way of example, the need to reach relatives, or friends, who are not self-sufficient, purpose of providing assistance to them '.  

Ski resorts

"From 7 January 2021 the opening of the facilities in the ski areas for amateur skiers".

Travel and quarantine 

"In the period between 21 December 2020 and 6 January 2021, the obligation to undergo health surveillance and fiduciary isolation will in any case apply to people who, resident or not in Italy, enter the territory national".

"Therefore, people residing, for example, in France who enter Italy for tourism - writes the Interior Ministry - will equally be subject to quarantine, as well as Italian citizens who, having gone to France for tourism, return to the national territory to reach their residence ".

"The obligation of health surveillance and fiduciary isolation will also apply to people who, being in the conditions previously specified, have left the national territory even before 21 December 2020 or return there after 6 January 2021".  

Bar and food shop

Possibility of opening for food and drink shops located also in ports and interports. In addition, the opening has also been extended "to service and refueling areas located along European itineraries 

Libraries by reservation

". In confirming the suspension of exhibitions and public opening services of museums and other institutes and places of culture, '' the opening of libraries is foreseen, with the specification that the relative services are offered by reservation, as well as archives, subject to compliance of the containment measures of the epidemiological emergency. ” 

School in attendance in January

In the paragraph concerning face-to-face teaching activities, guaranteed for 75% from 7 January for high school, the circular asks the prefects to coordinate the reopening of schools "they will be involved to find the synthesis of the various actors in the field", they will monitor "so that there is a 75% reopening in attendance. This will involve a series of actions including the use of public transport which will have to be increased ".

Provided "recourse to the power of regional ordinance, with effectiveness limited to the provincial area for which its exercise should be necessary, is configured as a" closure "intervention, conceivable in the event that the action aimed at reactivating teaching in presence should incur in various types of criticalities, which cannot be overcome by completing the coordination phase ".
