“The Minsk Group co-chairs demand the complete and immediate withdrawal of all foreign mercenaries from the region and call on all parties to facilitate this departure,” the statement said.

It also emphasizes the importance of protecting the historical and religious heritage in and around Nagorno-Karabakh and the issue of the exchange of prisoners of war and the repatriation of remains.

On November 25, French Foreign Minister Jean-Yves Le Drian said that France expects Turkey to "withdraw the Syrian mercenaries" from Karabakh.

As French leader Emmanuel Macron noted in early October, Paris has information that militants from Syria went to Karabakh to participate in the conflict. 

In addition, the Russian Foreign Intelligence Service stated that militants from terrorist organizations rushed to the conflict zone in Nagorno-Karabakh, hoping to make money in the regional conflict.

Azerbaijani President Ilham Aliyev, in turn, rejected statements about the participation of mercenaries in the battles.
