The Pension Fund of Russia (PFR) does not plan to conduct mass checks of pensioners in 2021 for the presence of additional income.

This was announced by the first deputy head of the United Russia faction in the State Duma Andrei Isaev.

Ivanova-Shvets in an interview with the agency "Prime" said that in August the Accounts Chamber during the audit revealed violations related to the calculation of pensions, while it was about both illegal overpayments and underpayments.

According to her, after that it was decided to conduct "a more thorough check of the correctness of pension payments."

Citizens, Ivanova-Shvets said, will be checked for additional income, as well as at their place of residence - this will affect those who receive an increased pension in the northern regions by proxy through another person.

In addition, retirees living abroad are expected to be checked.

"As a result, of course, there will be those who will be entitled to additional money, and those who will have to return to the fund illegally received, but after that there will be fewer claims and requests for pension payments," said Ivanova-Shvets.

Andrey Isaev noted that such news caused "concern and surprise", and reminded that the insurance pension does not depend on the income and property of citizens.

"It depends on the length of service and contributions, which are checked when assigning a pension," the deputy explained.

He drew attention to the fact that the State Duma deputies, together with the Ministry of Labor, are currently trying to reduce any checks on citizens when assigning a pension.

"In particular, we are now working to ensure that disability pensions are assigned without confirmation of the relevant situation by citizens, and automatically after the Pension Fund receives information from a medical and social examination," Isaev emphasized.

Pensions and additional income are in no way related to each other, noted the rector of the RSSU, a member of the Public Chamber of Russia Natalya Pochinok.

She stressed that neither the Ministry of Labor nor the Pension Fund of Russia had any plans for inspections, and added that pensions are assigned depending on the earned pension rights during the period of employment.

Pochinok, in a conversation with RIA Novosti, recalled that if a person has a small pension, he is entitled to a regional or federal supplement, but this is the usual work of the Pension Fund, which does not provide for any checks.

Elena Topoleva-Soldunova, Chairperson of the Public Council of the Ministry of Labor, made the same explanations, adding that talks about carrying out checks on additional incomes of Russians indicate a lack of understanding of the functioning of the system.

“If we talk about old-age pensions, these are insurance payments that are paid to compensate for lost labor income.

Their size depends on the formed pension rights during the period of work, and not on the availability of property or other income of the citizen, "- explained the expert RIA Novosti.

Let us remind you that recently in Russia a number of procedures have been simplified for processing some payments and documents. 

So, on October 18, the updated rules for receiving pensions came into force, thanks to which pensioners who decide to change the bank through which they receive payments will be able to leave the date of their accrual unchanged.

Now the term of the transfer will depend not on the bank carrying it out, but only on the conditions established by agreement with the pensioner. 

In November, Prime Minister Mikhail Mishustin announced that the government is introducing a new procedure for sick leave payments, as well as maternity benefits - now they will be transferred to Russians directly from the Social Insurance Fund, rather than through an employer.

According to the prime minister, these changes will reduce the amount of paperwork in organizations, and people will receive payments faster.

Also on November 28, Mishustin signed a decree simplifying the procedure for registration and confirmation of disability.

Now, if it is necessary to clarify the referral for medical and social examination, citizens will not have to reapply to the clinic.

In August, the government also simplified the procedure for registering social support for citizens whose interests are represented by their guardians.

Previously, in order to receive benefits, the guardian had to personally confirm his status with an appropriate certificate, now he can do this remotely.
