The Ras Al Khaimah Transport Authority has set seven conditions for issuing permits to practice the profession for school transport bus drivers and supervisors, and 13 types of operational violations that will be applied in the event of non-compliance with the requirements.
In detail, the Ras Al Khaimah Transport Authority has begun to implement the requirements and standards for practicing the regulation of the school transport sector and monitoring the operators, based on the Emiri Decree No. 16 of 2020.
The authority has set seven conditions for issuing permits to practice the profession for school transport bus drivers and supervisors, and 13 types of operational violations that will be applied in the event of non-compliance with the requirements.
The Director General of the Ras Al Khaimah Transport Authority, Eng. Ismail Al Balushi, told Emirates Today: “The decree included safety requirements for buses, a mechanism for issuing a permit to practice activity for operators, conditions for issuing permits to practice the profession for school bus drivers and supervisors, and defining roles and responsibilities, as well as A list of operational violations that will be applied in the event of non-compliance with the requirements.
He explained that the conditions for issuing permits to practice the profession for school transport bus drivers and supervisors are: that the school or company be registered and registered in the authority’s licensing systems, and that the driver is under the sponsorship of the school or company wishing to obtain a permit to practice the profession, and the driver’s age is not less than 25 years. And for the driver to pass the training prescribed by the authority to practice the profession of a school bus driver, and for the driver’s file to be clear of traffic points, issued by the competent authority, in addition to a medical fitness certificate from an approved medical authority, and a good conduct certificate issued by the competent authorities.
He added that the authority has identified 13 types regarding the operational violations that will be applied in the event of non-compliance with the requirements, which are: violations of operating any type of vehicle in the school transport activity without a permit, the violation of operating the school bus with an expired permit for more than 30 days, and the violation of driving a school bus from Before a driver who does not have a permit, the violation of driving a school bus by a driver with an expired permit for more than 30 days, and the operator's violation of any of its obligations stipulated in the decision, the executive regulations, or other decisions issued pursuant to it.
He explained that the violations also include the violation of drivers not showing the school bus permit in the place designated for it, the school bus driver’s violation of his obligations stipulated in the decision or decisions issued pursuant to it, the school bus supervisor’s violation of her obligations stipulated in the decision or decisions issued pursuant to it, and the violation of the technical specifications approved by Before the authority, regarding the seats and the internal and external forms of the school bus.
Electronic standing arm
The Director General of the Ras Al Khaimah Transport Authority, Eng. Ismail Al Balushi, indicated that the entities that do not comply with the standards related to the safety of the school bus will be violated, the electronic parking arm for the school bus will not be operated, and the term "school bus" will not be removed or covered when using the school bus in any activity other than School transportation, in addition to the violation of operating the electronic parking arm when using the school bus in any activity other than school transportation, and violating the authorities that hinder the work of the authority’s employees or not cooperating with them to perform their duties.
