Moreover, if the first higher education was obtained on a commercial basis, the possibility of obtaining a free higher education is lost - the second and subsequent higher education is provided on a paid basis.

"In this regard, I ask you to consider the possibility of granting citizens a one-time right to receive free higher education on a competitive basis, regardless of whether the citizen receives the first higher education or the second and subsequent, if the previous ones were obtained exclusively within the framework of an agreement on paid provision of educational services." , - says the text of the appeal.
