The European regulation - Digital Services Act - is based on neutrality and transparency in the intermediation of data, their sharing and collection.



The intent, repeatedly reiterated by the EU president, Ursula von der Leyen, is to make Europe 'the number one continent in the world for data processing. "The document will include content moderation requirements applicable to a wide range of range of online platforms, as well as 'ex ante' rules for the largest tech companies. A tight squeeze on content and targeted advertising is called for, according to the Commission's intentions. 



The match is economically relevant: according to the Commission's calculations , access to and reuse data can generate benefits that can be estimated at between 1 and 2.5% of the EU gross domestic product. The new measures proposed could increase the annual economic value of data sharing by up to 7 -11 billion by 2028.
