In addition, a multilingual hotline that can be reached around the clock should be set up, which can be called directly from the app for questions such as a red warning and next steps.

According to Prime Minister Armin Laschet (CDU), the aim must be to increase the utility of the app for citizens with new functions such as local information.

"But there is more: Our goal must be to bring data protection and other high-level fundamental rights back into the right balance," said Laschet on Tuesday at the request of the German Press Agency.

Every user should be able to voluntarily provide more data.

In this way, the automated transfer of data between users, laboratories and health authorities could be improved in order to enable better contact tracking.

The prerequisite is that all those affected give their consent in advance.

"This way we could take back encroachments on other fundamental rights," said Laschet.

Vice-Prime Minister Joachim Stamp (FDP) emphasized that the app had to be suitable for everyday use and offer users comprehensive helpful information.

It should work on older devices too.

It is also important that it enables so-called cluster identification.

"This is anonymous and data-saving and works just as easily as the exchange between two people," he explained the suggestion.
