On November 23, the official website of the Ministry of Science and Technology issued the "Notice on the Opening and Sharing of Evaluation Results of Major Scientific Research Infrastructure and Large-scale Scientific Research Instruments of Central-level Universities and Research Institutes in 2020" (hereinafter referred to as the "Notice").

It is worth noting that 9 units including the Institute of Tropical Biotechnology of the Chinese Academy of Tropical Agricultural Sciences have a poor open and sharing situation. They have insufficient attention, poor overall management, low efficiency in the use of general equipment, lack of system construction, and weak experimental team support. The result is poor.

  This document issued by the General Office of the Ministry of Science and Technology and the General Office of the Ministry of Finance pointed out that a total of 356 units from 25 departments participated in the evaluation, involving 41,000 units (sets) of scientific research instruments with an original value of more than 500,000 yuan, of which the original value was 10 million. There are 341 units (sets) above RMB Yuan, covering 86 major scientific research infrastructures such as synchrotron radiation sources, accelerators, scientific research ships, and wind tunnels.

  The assessment results showed that 50 units such as the Institute of Biophysics of the Chinese Academy of Sciences have standardized management systems, high efficiency in the operation and use of scientific research instruments and equipment, obvious results in opening up and sharing, and excellent assessment results.

The management system of 100 units such as Central China Normal University is relatively sound, with high operational efficiency, good results in opening up and sharing, and good assessment results.

197 units including the University of Science and Technology of China have met the basic requirements of open sharing, and the assessment results are qualified.

  The "Notice" mentioned that compared with 2019, the participating units have paid more attention to open sharing, the utilization rate of scientific research facilities and instruments has been further improved, and the effect of supporting scientific and technological innovation has become more significant.

The average annual effective working hours of the participating scientific research instruments is 1,450 hours, 97% of the instruments under the unified management of the national network management platform are connected to the network, and 90% of the participating units have established an online service platform.

The 86 major scientific research infrastructures that participated in the evaluation are in a good state of operation and open sharing, and have achieved remarkable results in supporting major national scientific research tasks, promoting industrial technological innovation, serving major national strategic needs and sustained national economic development.

  However, through the evaluation and assessment, some problems still exist.

For example, the utilization rate of some large-scale instruments is not high, and there are still problems of scattered repetition; some units have not established online service platforms as required, and the level of instrument information management is not high; some units lack overall planning for the purchase of instruments, and there are still inefficient purchases of instruments.

  In accordance with the relevant provisions of the "Opinions of the State Council on the Opening of Major National Scientific Research Infrastructures and Large-scale Scientific Research Instruments to the Society", units with excellent and good assessment results will be commended, and post-subsidy funds will be rewarded.

The units with poor assessment results will be notified and criticized, requiring a one-year rectification period. If rectification is not in place after one year, the corresponding equipment purchase expenses will be reduced.
