The bill proposes to supplement the Code of Administrative Offenses with articles that establish responsibility for violation of the procedure for the activities of unregistered public associations that receive foreign funding and participate in political activities in Russia.

So, in the article on the procedure for the activities of a non-profit organization performing the functions of a foreign agent, it is proposed to establish the amount of fines for legal entities in the amount of 5 million rubles.

“This bill eliminates a gap in the legislation, providing for penalties for those of them who conceal the fact of receiving funds from abroad, does not provide reporting on how and for what purposes this money is spent, does not mark their products with references to their foreign ownership. agent ", - quoted by RIA Novosti chairman of the State Duma Committee on Security Vasily Piskarev.

In addition, the introduced draft law proposes to establish responsibility for the production of materials by a non-profit organization included in the register of non-profit organizations-foreign agents, and their distribution, including through the media and the Internet, without indicating that these materials were produced, distributed and sent by a non-profit organization carrying out functions of a foreign agent. 

Such violations will entail the imposition of a fine on officials in the amount of from 100 thousand to 300 thousand rubles, on legal entities - from 300 thousand to 500 thousand rubles.

Earlier, Anton Orlov, director of the Institute for the Study of Contemporary Political Problems, proposed obliging the management of non-profit organizations - foreign agents to report on income and property.
