• Security. Radiography of squatting in Madrid: almost four usurpations a day and 15%, violent assaults

The Social Housing Agency of the Community of Madrid (AVS), dependent on the Housing Department, has been encountering a problem in recent months when it comes to evicting

squatters from public housing

.

The usurpers of the houses allege that they have been in contact

with a covid patient

to delay the judicial launch.

The regional government assures that there are already 15 cases counted and that the stratagem has spread by word of mouth among squatters, which is causing people who have the right to social housing to not be able to access it.

Currently, the Community of Madrid has

2,000 squatted public dwellings

and there are almost 800 legal proceedings open to recover them.

From the Housing Agency (former IVIMA) there is some concern about this

picaresque squatters to extend their illegal stay in housing and delay the files.

«It is something that is being repeated in recent months.

They claim that they have been in contact with a covid patient and, in this way, they get

the court to delay the process

when we take a long time to carry it out.

This happens to us more and more often now, ”says Eusebio González, director of the social area of the Housing Agency.

“The squatters before the eviction go to a health center in the area and say they have had contact with a Covid patient.

As they do not usually do the PCR, they call the court that has ordered the eviction claiming that they are suspected of having coronavirus but they do not present any document that they are infected

.

The mere suspicion already causes the process to be interrupted since it is assumed that it is not possible to enter that address,

"explains the director of the social area.

"After all that it costs us to carry out these procedures, this delay is a great setback, since with mere suspicion the process is delayed and the eviction is left for later," adds González.

"The problem is that

there are many people on the waiting list waiting to enter homes and squatters are causing people in need not to be able to access them

and who meet the requirements," continues the person in charge.

300 floors stormed by force

In the last five years the AVS has recovered 1,500 public homes.

Of the 2,000 residences usurped from the Community of Madrid,

a total of 300 have been attacked by force -which represents 15% of the total-

"either by a kick in the door or by forcing any of their entrances violently" , they explain in the Department of Housing.

"The rest are occupied irregularly, but without episodes of violence," they emphasize from the department of the counselor David Pérez.

A large part of the squatted social flats are due to the fact that

the children and grandchildren of the successful bidders keep the home when the beneficiary dies

.

"This is very common and we also meet many people who, before being evicted, are selling

the keys to mafias,"

explains González.

The Minister of Housing, David Pérez, has indicated that "since the beginning of the legislature we have promoted, together with the Ministry of Justice, effective measures to end

the illegal practice

of occupation."

"As a counselor

myself, I have publicly declared war on the occupation phenomenon, trying to promote coordinated measures with the justice system

and with the State security forces in order to exert sufficient pressure to end the squatting, since there are hundreds the people who in a legal and orderly manner are waiting for social housing, "added Pérez.

In the coming days, the Community of Madrid will meet with the Prosecutor's Office and with the Superior Court of Justice of Madrid to request that legislation be passed in favor of the administration

against squatters

.

"The objective is to fight the mafias and continue with the police pressure in the places where there are greater sources of squatting, as in the area of the Vellón Reservoir in Vallecas Villa," they point out from the Ministry, which has already met with the Delegation Government to increase surveillance in areas such as Cañada Real.
