"The Russian government supports the bill," the document says.

The bill provides for the exclusion of the Volgograd region from the third time zone (UTC + 4) and the transfer of the region to the second time zone (UTC + 3).

The authors of the initiative assume that this will increase the total time of day effectively used by the population for the year from 6:00 to 9:00.

The Volgograd Regional Duma also noted that after the region moved to the third time zone in October 2018, complaints from residents began to arrive.

"Since that time, the state authorities of the Volgograd region have received a significant number of applications from residents of the Volgograd region, including entrepreneurs, with complaints about the inconvenience of living in a time zone that differs from Moscow time," the authors of the bill said.

A poll conducted by local authorities, in which more than 1.3 million citizens participated, showed that 65.74% of the region's residents support a return to Moscow time.

In 2016, the Russian government approved the transition of the Saratov region to the third time zone (UTC + 4).
