According to the document, blocking, traffic slowdown and administrative fines are proposed as measures. 

It is noted that the owner of the Internet resource may be recognized as implicated in violations of fundamental rights and freedoms in the event of restricting the dissemination of socially significant information by Internet users in Russia.

This will also apply to messages and materials of the registered media.

The bill also states that the Prosecutor General, in agreement with the Russian Foreign Ministry, can assign the owner of the information resource the status of "discriminating against the Russian media."

"Such a decision can also be made if access to socially important information on the basis of nationality, language or in connection with the imposition of sanctions against Russia or its citizens is limited on the Internet resource," RIA Novosti quotes the bill. 

The draft specifies that Roskomnadzor will maintain a list of owners of information resources involved in violations of fundamental human rights and freedoms.

Earlier, Roskomnadzor recommended that the Russian media post videos on the Internet platforms of domestic companies against the background of cases of the YouTube administration using locks, markings and warnings.
