  A piece of "unsecured loan" information leads to online loan fraud

  One day in March this year, when Cheng, the owner of an enterprise in Nantong City, Jiangsu Province was browsing the news on his mobile phone, he suddenly popped up a floating window with an advertisement for "unsecured loan".

Considering that the company has a loan due at the end of the month, Cheng clicked to enter with the idea of ​​giving it a try, and input personal information such as name, ID number, mobile phone number, and home address.

About half an hour later, Cheng received a call. The other party said it was a staff member of a "small loan company". After learning about Cheng's loan needs, he wanted to add Cheng's WeChat account.

Cheng retrieved the information of the small loan company on the Internet, and found nothing unusual, so he added the other party's WeChat.

  After a while, Cheng received an electronic contract on WeChat, and Cheng printed it and signed the contract as required by the "staff".

There is a clause in the contract that requires the lender to transfer a deposit of 100,000 yuan to the bank card provided by the lender and send a screenshot of the transfer record to the other party.

  Subsequently, Cheng received a mobile phone text message with a string of verification codes, and the other party asked to send him the verification code.

After a while, the other party called and "taught" Cheng in detail to verify capital by doing bank flow. The other party would first send money to Cheng's bank card, and then let Cheng transfer the money to a small loan company. The staff member’s personal account stated that “this is to help Cheng to do the flow, and the transfer to the private account is for convenience”.

  In the meantime, the issuing bank of Cheng's bank card also called Cheng specifically to remind him to prevent being deceived.

At this time, Cheng, who had been persuaded by the "staff", also blamed the bank staff for being nosy.

After seeing that the loan was delayed, Cheng realized that he might be deceived and reported to the police.

  In fact, the "staff" used Cheng's personal information previously filled in and the verification code on Cheng's mobile phone to open an electronic account for Cheng's bank card, and then used Cheng's information asymmetry to make Cheng a new account. The money in the electronic account was transferred to Cheng's bank card, making Cheng mistakenly believe that the other party had called him the money, so he transferred the money from the electronic account to the bank card, and finally transferred to the "staff". On the account.

In just 10 minutes, Cheng transferred two personal accounts totaling more than 50,000 yuan to the "staff".

In February of this year, the Anti-fraud Center of the Criminal Police Division of the Suzhou Public Security Bureau discovered a promotional message "a bank loan".

"A Bank Loan", whose name is very similar to a financial product of a well-known bank, but when opening the interface, the police found that the webpage was poorly made, and the signature at the bottom showed that the product was developed by a small loan company in a county in the central region, and the font was extremely small. , It's hard to find out.

  The police initially judged that the promotional information was suspected of online fraud.

In order to further find out the situation, the police followed the instructions on the page and entered their mobile phone number, name, ID number, and loan amount to proceed with the loan application operation.

Twenty minutes later, the police received a call from a non-local mobile phone number, who claimed to be the customer service of "a bank loan" and asked him to add his QQ.

Through QQ, the "customer service" asked the police to provide a certified photo holding an ID card, sign a loan contract remotely, and required them to transfer 5,000 yuan to a designated private account to prove that the lender has the ability to repay.

"These operations are typical fraudulent routines." The police said.

  Why can criminal suspects carry out precise fraud against groups with loan intentions?

Where did they get the personal information of citizens?

Where is "a bank loan" located?

  The police found that although the financial qualification of the product was a certain bank microfinance company, the company did not participate in related illegal and criminal activities and knew nothing about the promotion content. The criminals fraudulently used their financial qualifications. Perform illegal acts.

  "We found that the server for'a bank loan' is located in Jinan," said He Yongliang, leader of the Criminal Police Brigade of the Kunshan Municipal Public Security Bureau in Suzhou. A large amount of evidence showed that a network company called "Xinbei Technology" was suspicious.

  After investigation, the actual controller of the company is Jia Moujun, a native of Jinan, Shandong, and there are 6 actual employees who have obtained the qualification for online loan financial advertising through illegal channels and published online loan advertisements.

  "These illegal loan advertisements are also disguised as regular and well-known online loan products and are accurately pushed to netizens in need of loans. If netizens have read loan-related information, they will receive them while browsing news, small videos or playing games. It’s hard to tell the truth about this kind of loan advertisement,” said Du Weibin, head of the Criminal Police Detachment of the Suzhou Public Security Bureau.

  Using Jia's army group as a link, the upstream criminal group fraudulently used the qualifications of financial service companies, small loan companies, and banking financial institutions, and cooperated with relevant advertising platform employees to obtain online loan financial advertising accounts.

"These forged licenses are actually easy to identify and fail to pass the normal review. However, in the face of illegal interests, some advertising platform employees deliberately not strictly review them, and even help illegal advertisers to evade review and publish illegal loan advertisements." Said Yu Yang, a policeman from the Criminal Police Division of the Public Security Bureau.

  Downstream criminal gangs provide a sales channel for citizens’ personal information for the Jia’s army gang.

Through these gangs, Jia Jun and others reselled the collected personal information of citizens to overseas fraud gangs layer by layer to provide help for their implementation of remote precision fraud.

In March of this year alone, the Jia’s army group illegally collected more than 400,000 pieces of personal information from citizens in need of online loans.

  After more than two months of careful investigation, the context of the entire case has gradually become clear, and the main persons involved have also been locked.

On April 14, more than 200 police officers from the Criminal Police Detachment of Suzhou Public Security Bureau and Kunshan Municipal Bureau went to Shandong Province and other 5 provinces and 7 places to destroy 10 illegal online promotion groups and arrested agents, channel dealers, operators, There were 44 criminal suspects at 4 levels of promoters, seized and frozen more than 200 million yuan of funds involved.

  "The case involved a large number of people, strong professionalism, and high concealment, forming a complete loan fraud network promotion black and gray industry chain." said Jiang Chao, a policeman from the Criminal Police Brigade of the Kunshan Public Security Bureau.

  In this criminal industry chain, the various gangs divide labor and cooperate with each other. There are many people involved, the gangs are highly professional, and the impact is great.

From illegal collection of citizens’ personal information to completion of sales, “agents” are responsible for opening and placing false loan advertisements, “channel providers” are responsible for forging regular business licenses and corporate website domain names, and “operators” are responsible for renting overseas servers and developing and producing. Fake loan advertisement pages or mobile apps, and collect personal information of persons who intend to loan. "Promoters" are specifically responsible for selling illegally obtained personal information of citizens to fraud gangs.

  After Jia's army and others were arrested, the public security organs continued to expand their investigations and developed more than 60 criminal clues related to loan promotion, involving 15 provinces.

In July this year, under the direct command of the Ministry of Public Security, public security organs in 15 provinces launched a centralized network collection operation, destroying 57 illegal network promotion gangs in one fell swoop and arresting more than 460 suspects.
