The center includes representatives of the Russian Ministry of Emergencies, the Ministry of Foreign Affairs, the FSB and other interested federal executive bodies. 

"The decision of organizational and other issues related to the creation and operation of the interdepartmental center shall be entrusted to the Ministry of Defense of the Russian Federation," the decree says.

It is noted that the center was created in order to facilitate the solution of humanitarian issues and the restoration of civil infrastructure in Karabakh.

Earlier, Putin held a meeting on Nagorno-Karabakh, which was attended by Russian Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov, FSB head Alexander Bortnikov and Emergencies Minister Yevgeny Zinichev.
