And four crisis budgets.

The National Assembly adopted, on the night of Tuesday to Wednesday, the fourth and last rectified project for 2020, with 20 billion additional spending, mainly in the direction of companies and independents, impacted by the consequences of the health crisis.

Among the 72 deputies still present at the end of the night, 67 voted in favor of the text, while 5 voted against.

Several deputies castigated the "deplorable conditions" for examining this text, with a debate all night to go through some 500 amendments and send the bill to the Senate, where it is expected in session Monday.

At the start of the discussions, against a backdrop of discontent at the small businesses forced to close, the Minister of the Economy Bruno Le Maire "dedicated" this new budget to them, promising them "additional protection", in particular thanks to the solidarity fund.

Its amount is inflated by 10.9 billion, in addition to the 9 billion already planned, its access significantly widened to sectors such as car rental companies or florists, with amounts increased from 1,500 to 10,000 euros for the month of November According to the case.

The partial activity mechanism is endowed with an additional 3.2 billion euros, and 3 billion social contribution exemptions are programmed.

The taste of the crisis

To support businesses, Bruno Le Maire again asked "all landlords in France to give up one month's rent" in November, in exchange for a tax credit.

He also insisted on "aid for digitization", a global envelope of 60 million euros, while "one in three businesses is digitized in France, it is insufficient".

This new amending finance bill (PLFR 4) is not a simple collective end of management as every year, but has a taste for the crisis.

The reconfinement since the end of October, decided for at least one month, will plunge activity again, after a rebound in the third quarter.

Conclusion: the government has revised upwards the impact of the coronavirus epidemic, with an expected recession of 11%, against a 10% decline in GDP in the previous forecast for September.

State debt should soar to 119.8% of GDP in 2020.

The 20 billion put on the table correspond according to Bercy to the cost of one month of confinement (15 billion) and to a temporary extension of certain devices after deconfinement.

The total amount of spending related to the Covid-19 crisis should thus reach nearly 86 billion euros this year.

The right, which voted for this 4th PLFR as it had done for the previous ones, denounces the injustices in the closed activities and is worried about the loans granted by the State which cannot be repaid.

The LRs were also calling for a fund for rents, rather than the complex tax credit scheme registered for landlords waiving rents.

Tax platforms

For culture and sport, envelopes of some 100 million euros are budgeted, to compensate for the loss of revenue and ticketing.

As promised for several weeks in the direction of the most modest households, exceptional bonuses are provided for beneficiaries of the RSA, unemployed at the end of their rights and those under 25, for a total of 1.1 billion euros.

Already at odds with several of the crisis budgets, the left has strong reservations.

This billion "will be far from breaking the wave of poverty which falls on the country, especially among young people", considers the rebellious Eric Coquerel, who pleaded in vain for a motion to reject the text.

The Communists tried to tax the GAFA (Google, Apple, Facebook, Amazon) which, according to them, "will benefit the most from this crisis".

Socialists, like the ex-LREM of the Écologie Démocratie Solidarité collective, have proposed an "exceptional contribution" from e-commerce platforms, favored over closed shops.

The government and the majority rejoiced on the night of the adoption of 170 million additional credits for integration through activity and the fight against poverty, taking up the announcements of Jean Castex on the creation of "30,000 jobs. "in structures for integration through economic activity (IAE).

The Secretary of State for Social and Solidarity Economy Olivia Grégoire also worked in favor of a new emergency fund of 30 million euros for small associations in her sector.

Another amendment adopted, to the tune of 82 million euros, will be used to finance support mechanisms for the automobile, civil aeronautics or relocation assistance in critical sectors.
