  Wang Wenbin stated that when the national security of the Hong Kong Special Administrative Region has been threatened and seriously damaged, and the Special Administrative Region Government is unable to complete the national security maintenance legislation on its own, the Chinese Central Government has established and improved the Hong Kong Special Administrative Region's national security legal system and enforcement mechanism at the national level. The purpose is To punish a very small number of criminals who seriously endanger national security and protect the vast majority of law-abiding Hong Kong residents.
