His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, issued a number of decrees in a law to amend some provisions of the Federal Personal Status Law, the Federal Civil Transactions Law, the Federal Penal Code and the Federal Criminal Procedure Law.

The decrees come within the framework of the UAE's continuous endeavor to develop its legislative structure and consolidate its pioneering position as one of the most socially and economically attractive countries in the world, in addition to affirming its commitment to consolidating the principles of tolerance in line with its identity, and working to enhance its ability to attract foreign expertise and investments.

Amendments to the Personal Status Law and the Civil Transactions Law allow non-citizens to choose the laws that apply to their actions in matters of inheritance and inheritance, in order to achieve stability in the financial interests of foreign investors in the country.

Amendments to the Penal Code and the Criminal Procedures Law work to strengthen the guarantee of personal freedoms and support the community security system, without prejudice to the societal principles and gains of the United Arab Emirates. Texts that were considered to constitute a crime punishable by law.

The amendments also expanded the scope of application of the criminal order so that the Federal Public Prosecutor, in agreement with the general representatives in the local judicial authorities, can determine the misdemeanors and violations to which the provisions of the penal order apply, with the aim of facilitating procedures and reducing the burden on the judiciary, especially in cases of minor crimes.

In affirmation of the state’s commitment to protecting women's rights and strengthening the principle of the rule of law, the article that gives a mitigating excuse in the so-called "honor crimes" has been canceled, whereby murder crimes are treated in accordance with the provisions in force in the penal code.

It is worth noting that the decrees aim to consolidate the UAE’s commitment to the importance of providing a legislative environment compatible with multiculturalism and the state’s commitment to building a competitive and secure social and economic environment.
