Compared with the initial stage of scale-opening, farmers' enthusiasm for selling grain has increased, and the number of autumn grains on the market has increased significantly. As of October 31, enterprises in the main producing areas have purchased a total of 21.63 million tons of autumn grain, an increase of 950,000 tons over the same period last year.

  Qin Yuyun, director of the Grain Reserve Department of the State Grain and Material Reserve Bureau, said that this year's autumn grain purchases will be mainly market-based purchases, and it is unlikely that the country will launch the minimum purchase price implementation plan for mid-to-late rice on a large scale.

  Since the beginning of this year, affected by the new crown pneumonia epidemic and the disaster situation, the prices of major domestic food varieties have risen to varying degrees, but they are still within a reasonable range.

With the increase in food sources in the market, market prices have gradually stabilized recently, and some varieties have fallen.

According to monitoring, the purchase price of mid-to-late rice ranges from 1.27 yuan to 1.4 yuan per catty; the price of corn is 1.05 yuan to 1.25 yuan per catty; the average price of domestic soybeans is about 2.3 yuan per catty.

"More and more farmers are beginning to sell grain, and the main production areas such as Northeast China have begun to increase the quantity of corn, rice, and soybeans." Qin Yuyun said.

  In response to changes in the grain market situation since this year, the national grain and material reserve departments and local governments have taken timely measures to strengthen regulation.

The first is to make good use of policy inventory, implement policies by varieties and regions, and flexibly arrange policy-based food distribution. Since the beginning of this year, it has sold more than 90 million tons of policy-based food through the national grain electronic trading platform, of which more than 70 million policy-based corn has been released. Tons, effectively meeting the needs of enterprises for food.

The second is to strengthen the regulation of government reserve throughput. Some provinces have adopted measures such as appropriately relaxing local reserve purchase water requirements and extending the rotation overhead period to meet the phased grain needs of processing enterprises and promote the smooth operation of regional markets.

The third is to continue to do a good job of expected guidance, strengthen the publicity and interpretation of food policies, and release information on food prices in a timely manner.

Relevant state departments recently announced the minimum purchase price for wheat in 2021. Raising the minimum purchase price for wheat next year will help farmers and friends to rationally arrange grain planting next year.

  Judging from the current situation of my country's grain production, reserves, inventory, and trade, it is guaranteed to maintain domestic market supply and maintain the overall stability of prices, and it is unlikely that grain prices will rise sharply.

In terms of production, my country’s grain production has had bumper harvests for many years. It is expected that this year’s grain output will reach a new high, staying above 1.3 trillion catties for six consecutive years, and the food security situation continues to improve.

In terms of inventory, grain inventories are at a historical high, among which rations such as wheat and rice can meet the consumption needs of Chinese residents for more than one year.

From the perspective of reserves, the government's grain reserve system is sound and the inventory scale is sufficient. Only local reserves can meet the market supply of the production area for 3 months, the sales area for 6 months, and the production and sales balance area for more than 4.5 months.

From the perspective of imports, global food supply continues to be loose, with prices running at low levels.

"Our country has the confidence, ability, measures and channels to guarantee the supply in the domestic market and keep the market running smoothly." Qin Yuyun said.
