Since the inter-provincial "dutou road" between Qingpu and Wujiang had not been opened before, driving had to take the expressway or national highway, which was very long.

Recently, the inter-provincial "broken head road" in the Yangtze River Delta Integration Demonstration Zone-Donghang Road to Kangli Avenue was officially opened.

The project is promoted by the cooperation of Qingpu District and Wujiang District. It starts from Donghang Road in Qingpu District in the east and crosses Yuandang, an important provincial lake between Shanghai and Jiangsu Province in the west. It is connected to Kangli Avenue in Wujiang District with a total length of about 4.5. Kilometers, including six bridges, with a total investment of about 410 million yuan.

  Infrastructure interconnection is an important part of the integrated development of the Yangtze River Delta.

In 2018, the three provinces and one city signed a framework agreement to jointly open up the first batch of 17 inter-provincial "dead roads".

At present, the 17 “end-of-the-head roads” have all started construction, of which 3 have been opened to traffic, and the accessibility of inter-provincial highways has been significantly improved.

In terms of railways, the Shanghe-Hangzhou and Shanghai-Tong railways have been put into operation, and the construction of the Shanghai-Su-Hu railway and other projects has started.

  "The connection between Donghang Road and Kangli Avenue is of great significance to promote the flow of regional elements and facilitate people's travel." Liu Feng, leader of the ecological planning and construction group of the Executive Committee of the Yangtze River Delta Integration Demonstration Zone, introduced that Donghang Road is a secondary road. Kangli Avenue is a municipal road, and there are differences between the two in many aspects such as green belt design, construction standards, and construction approval.

This opening to traffic is an important result of the joint governance of Qingpu and Wujiang by "seeking common ground while reserving differences".

  As different administrative divisions and subjects are involved, cross-border road construction, bridges, water control, and planning have always been difficult.

Recently, the Executive Committee of the Yangtze River Delta Integration Demonstration Zone officially issued the "Instruction Manual for the Preparation of Cross-Provincial Land and Space Planning", "Instruction Manual for Inter-Provincial Road Engineering Interconnection in the Yangtze River Delta Eco-Green Integration Development Demonstration Zone (Trial)", "Cross-border Three handbooks of "Guiding Opinions on the Integrated Implementation of Water Ecological Restoration and Coastline Linkage Projects" share the experience of the demonstration area in cross-domain governance.

  Taking transboundary water ecological restoration and shoreline connection as an example, Yao Jun, director of the Construction Bureau of Fenhu High-tech Zone, Suzhou City, Jiangsu Province, introduced that Yuandang in the past was a typical trans-regional water body with a degraded ecological environment and siltation of the river into the lake. Pollution in fish pond culture is serious.

Now, under the joint management of the two places, not only the dredging of rivers and lakes is progressing smoothly, but also slow-moving greenways and sponge cities are being built in the surrounding areas.

  "The core mission and core connotation of the demonstration zone is the innovation of the integrated system." Ma Chunlei, director of the executive committee of the Yangtze River Delta Integration Demonstration Zone, said that in the future, the demonstration zone will further focus on "not breaking administrative subordination and breaking administrative boundaries."
