The "Opinions" clarified 10 main tasks for the protection and utilization of cave temples, including strengthening the rescue protection of cave temples, regulating the tourism development activities of cave temples, and strengthening the digital protection and utilization of cave temples.
The "Opinions" proposed that by 2022, important progress will be made in the innovation of the management system and mechanism of the cave temples, the major dangers of the cave temples will be completely eliminated, and the cave temples have "four things" (with protection scope, sign descriptions, record files, special institutions or special personnel Responsible for management) The work is basically sound, and the security facilities of the key cave temples are fully covered.
By the end of the "14th Five-Year Plan", the long-term protection mechanism of the cave temple has basically taken shape; the personnel training system has been basically completed, the protection management organization and team have become more complete; the level of protection and utilization of the cave temple has been significantly improved, and the cultural influence has increased.
The "Opinions" clarified 10 main tasks for the protection and utilization of cave temples, such as:

Carry out a national survey on the protection of cave temples, prepare special plans, and implement major protection projects for cave temples.
——Establish a long-term security mechanism for the cave temple.
Implement the public announcement system of the person directly responsible for the security of the cave temple, establish and improve the joint law enforcement inspection system, carry out a national special action to combat cultural relics, and carry out the special rectification of illegal makeup, painting, and incense in the cave temple.
——Deepen academic research and value mining.
Carry out archaeological investigation, value interpretation, art research and popularization of results in an orderly manner, and formulate a medium and long-term plan for the archaeology of Taiwan Cave Temple.
——Strengthen the digital protection and utilization of cave temples.
Speed up the formulation of relevant standards and regulations, carry out the digitalization of the cave temple, and strengthen the management and sharing of digital resources.
——Improve the comprehensive display level of the cave temple.
Implement the quality improvement project of the cave temple display and construction, and construct the national cultural heritage line and national heritage park.
These 10 main tasks also include regulating the tourist development activities of the cave temple.
The "Opinions" pointed out that to avoid excessive commercialization and entertainment, it is necessary to approve and announce the tourist carrying capacity of the cave temple scenic spot and the maximum instantaneous capacity of key caves, encourage the use of time-limited flow, customized services, etc. to standardize and guide visits and promote the appointment visit system .
