• Courts Freedom for the 'staff' of Puigdemont after the Prosecutor's Office did not request any precautionary measure

The summary of the Court of Instruction number 1 of Barcelona against the alleged corruption committed by former charges of ERC and Convergència and their alleged support for Tsunami Democràtic in the incidents after the 1-O sentence reveal that the main defendants, David Madí and Xavier Vendrell "Without holding any public office, they actively participate in the

strategy of the political parties and with the simultaneous intention of obtaining financial returns

."

This is indicated by the Civil Guard in a report that recounts all the meetings and conversations of the suspects in recent months in which they are heard attacking members of the current Government for not meeting their business expectations or their attempts to unify the independence movement .

One of the latest conversations incorporated into the cause is that of Madí with the businessman and president of Fira de Barcelona, Pau Relat, last September when the then president of the Generalitat announced changes to the head of three Departments.

Madí narrates that that summer Torra wanted to call elections but that they convinced him since "

he had to sacrifice himself, hope that they will disqualify him and buy time,"

in reference to the Supreme Court's decision to confirm the TSJC's ruling for disobedience.

However, Torra decided that he was paying attention but changing the Government "and he has done it through everything," according to Madí.

"He has thought that for what he has left in the convent he shits inside," adds Madí who does not hesitate to describe Torra as "a crazy goat and now he is going for free".

He indicates that he changed three councilors, Ángels Chacón, Miquel Buch and Mariàngela Vilallonga since "they are the ones who have opposed him and have not allowed him to do his animations", in addition to ensuring that "he is not prepared" and the position " It comes big "to conclude:" he does not understand that he is an accidental man and has no legitimacy. "

Relat tells him that "supposedly he had to be a useful fool and he has believed the charge and is extremely dangerous. It is like giving a monkey a machine gun. It is dramatic for the country" to which Madí indicates that Torra is "a direct moron, an ignorant and a fool. "

In this sense, Madí did not forgive the new Minister of the Interior, Miquel Sàmper, for dismissing his 'number 2', Brauli Duart, one of the defendant's trusted men for the Civil Guard who considers that "Interior control is a priority for David Madí "as demonstrated by the conversation he had with the new minister since" many things have to be explained to him at the level of trusted people ", as he says in another call.

Indeed, the agents point out that Madí told the journalist Pilar Rahola by phone that Torra does not understand "the delicacy of the matter" and that both the former president and his Government

are "toxic

.

"

"In that conversation he also negatively rated Oriol Junqueras, who he said has a point of unbalance, and David Bonvehí (from PDeCat) whom he defined as a piece of meat that is a true subnormal," the report indicates.

In another of the intervened conversations, the director of European Affairs of CEHAT and the Gremi d'Hotels of Barcelona, Dídac García Carreté, explains to Madí that he has "the declaration of founding principles of the Catalan republic" and that together with his team of Political scientists and lawyers want to use it to "sew independence and sovereignty in the face of regional elections."

"Don't fuck your ass"

The Civil Guard report presented to the court and which served as the basis for last week's police operation, with a score of arrests, also highlights the role of mediator of Xavier Vendrell and Carles Puigdemont.

In the conversations in which he laments the little case that ERC councilors make to him to carry out their business, some related to the management of the Covid, he explains to his partner his lunch with the counselor Alba Vergès to "make him some reflections" on a tender I had for a project in Lleida.

"With all that I have done for this country without asking for anything in return," Vendrell points out to his partners before listing his contacts with ERC leader Marta Rovira in Switzerland and with Puigdemont in Béligca and hinting that he helped in "making good vibes "between the former Catalan president and Junqueras.

"Understanding each other, they do not understand each other. They are very different and they can't stand each other, okay? That is clear, but hey, I always tell them the same thing: if I don't want you to love each other, I don't want you to go out for drinks together, I don't want you to go on vacation together, all I want is for you not to fuck each other in the ass. I mean, all I'm trying is that you don't spend all day sticking your finger in each other, "he points out to his interlocutor about the relationship between Puigdemont and Junqueras.

Later Vendrell adds that

Puigdemont will stand in the elections "and he can win them but that is precisely why we have to understand each other with him

because if he wins them ... damn it! We will have to govern with him and if we win them we will have to govern them with us and we will have to understand each other. "

The Civil Guard also considers Vendrell "promoter and director of the strategy that ERC is following to achieve its objectives" and points out that he met with Junqueras at the Fonollosa City Council when the former vice president left in application of article 100.2 of the penitentiary regulations.

In this meeting, he spoke about the meeting "of the reduced nucleus to deal with the strategic issue" that the Civil Guard links with conversations between Vendrell and the journalist Eduard Voltes about "how we will do it again, in clear reference to the formula to achieve independence out of the legal channels. "

In addition, the police investigation indicates the influence of Vendrell in the current Government to the point of "proposing the issuance of patriotic bonds" to the Secretary General of the Department of the Vice-Presidency and of Economy and Hisenda, Albert Castallnos in order to "reinforce the independence discourse and the Catalan identity, to encourage consumption and economic reactivation ".

The Civil Guard believes that "Castellanos showed interest in that operation for which Vendrell most likely held" conversations with Òmnium and former ERC officials.

From the wiretaps and the hidden buses in Vendrell's car, the agents also attribute an alleged crime against traffic safety to him, since they captured a conversation in which the investigators had "convinced his father to sign two Radar complaints he received last summer that may have led to the loss of points and the withdrawal of his driving license. "

Specifically, Vendrell, assured that if they took away 4 points for each complaint, he would be left without and that when he goes to Villa Bugati there are 13 radars, that "sometimes when he is late he runs."

Direct contracting by Covid

Another of the investigated businesses of the two main defendants is a coronavirus test purchase project, allegedly using their contacts in the Government.

The Civil Guard believes that Madí tried to "obtain economic benefits from the health crisis", so "once again" he activated his political contacts with the Secretary of the Government, Víctor Culell, and Brauli Duart, who was Secretary General of the Interior until recently. two months, to explore a coronavirus testing business.

"

It is a round business, through direct hiring

," he commented to the other investigated with whom he associated with two other entrepreneurs.

Specifically, the Civil Guard believes that Vendrell, whom Madí defines as "a person very close" to Vice President Pere Aragonès, tried to advance the negotiations so that "his business could prosper with the purchase of coronavirus detection tests, especially in terms of overcome the pitfalls of administrative contracting ".

Another of the partners "would be touching to high positions of the Catsalut" to manage to carry out the project, in which the former CDC manager would get a commission of 10%.

According to the report, Duart promised to send his offer and "discuss it with the Procicat committee and those of health", although so far it has not been possible to specify whether the operation has been successful.

In one of the conversations intervened between Duart and Madí in the midst of the pandemic, the then Secretary General of the Interior criticized the management of the crisis: "Man, they have no fucking idea. We're all going to die. It's the first thing that comes to mind. head".

"The funeral homes will not provide enough and will not be able to bring cold cuts from houses or residences or hospitals. In Igualada at the moment we already have them inside the refrigerators. From trucks ... those freezers because the Igualada incinerator it can 12 a day and every day more than 12 die, "said Duart.

Digital paradises

The investigation also allegedly attributes the diversion of public funds to the independence process.

Specifically, he points to one of the detainees, Jaume Cabaní, very close to Puigdemont, for obtaining money from the Catalan Sports Proselections Platform from public subsidies that would have been used to pay for the activities of the former president or the fees of his lawyers through a transfer at the end of 2017 to an entity that allows you to change bitcoins to euros.

The Civil Guard considers that the bill of 10,559 euros in August 2017 issued by Cabaní was allegedly aimed at "developing the technological and computer systems that allow the implementation of cryptocurrency and the digital republic."

They believe that his income could be transformed into cryptocurrencies that he himself would sell and with which the development of the digital republic would be financed to "escape the controls of the authorities", for which he could have incurred a crime of embezzlement of public funds and another of money laundering.

Cabaní, for whom the judge has issued a European investigation order due to the risk of concealment or destruction of evidence, would have moved to Belgium at the beginning of 2018 and registered as a computer scientist in the so-called House of the Republic, the Belgian residence of Puigdemont.

The agents believe that it would be benefiting from part of the money obtained irregularly through intermediary entities and with the awarding of subsidies, granted by institutions under the direction of JxCat.

In addition to those from the Catalan Sports Proselections Platform, Cabaní would have received funds from the Barcelona Professional Training Foundation, the Bertelsmann Foundation, the Agency for Entrepreneurship, Innovació i Coneixement - whose partners are the Vic and Manlleu City Council, the Council Comarcal de Osona and the Balmes University Foundation-, the Association Units per al Foment de la Cohesió y la Catalantat (AUFCC), Partal Maresma i Associats (Vilaweb) and CatGlobal.

In total, adds the Civil Guard report, the funds from these entities would exceed 120,000 euros.

The Civil Guard also concludes, based on intercepted telephone conversations between former CDC leaders David Madí and Víctor Terradellas, that Cabaní was the "brain" in charge of the cryptocurrency project with which they wanted to "provoke a change in the economic model, transforming the monetary resources that they may have at present or in the future "by acquiring bitcoins with public money diverted from corruption.

This "digital transformation" would be being promoted by the Consell de la República and by Puigdemont, with whom Cabaní maintains a "close relationship", even occupying a "strategic situation in the sphere of power" of the former president, and whose work he would coordinate in connection Directly with the Department of Digital Policies, directed by Jordi Puigneró.

The report details that digitization is

"an escape route from state control"

for sovereign leaders, who would seek to create a "virtual administration" so that citizens could vote in an independent Catalonia following the Estonian model, where precisely Cabaní has a society.

In this way, continues the Civil Guard, those investigated consider cryptocurrency as "the ideal way to achieve their objectives", that is "to have financing, originally from public funds, to move towards independence."

It also details that the Catalan accounts were intervened by the Government in 2017 and that the 2018 and 2019 budgets could not be approved, so "resorting to cryptocurrency and masking certain cases within subsidies could constitute an alternative with which implement those essential state structures to guarantee the viability of an eventual independent Catalan state ".

The Civil Guard remarks that the "Generalitat would be

hosting information on servers located in well-known digital paradises

" and that a royal decree approved in 2019 intends to "act on the pages of the Generalitat and the Catalan independence movement that contravene this norm, including the well-known such as Identicat, the "sovereign digital identity" project launched by the Generalitat and which involves a voluntary registration of Catalan citizens ".

The agents detail that the royal decree obliges administrations to hire servers from within the European Union to guarantee security in identifications and transfer of data between institutions to protect users.

They also believe that this digital republic would be being promoted by the council for the republic of Puigdemont and that "its implementation" would be in charge of Cabaní, so supposedly the public funds diverted would be to fulfill this objective.
