The list of documents required for registration of child benefits will be reduced from November 1.

We are talking about payments to low-income families with children between the ages of three and seven, introduced by the decree of President Putin on January 1, 2020.

Families in which the average per capita income per month does not exceed one subsistence minimum established in the region have the right to them.

Thanks to government decree No. 1976-r, citizens do not have to provide documents containing information about alimony.

Agencies will gain access to this information through the Federal Bailiff Service.

World Cards

From November 1, large online stores, aggregators of goods and services will have to accept payments using the Mir card.

According to the amendments to the law "On Protection of Consumer Rights" that come into force, the changes will affect aggregators with a turnover of 40 million rubles for the previous calendar year.

We add that on March 1, 2021, the threshold governing the acceptance of Mir cards for payment will drop to RUB 30 million, from July 1 - to RUB 20 million.

Along with this, measures to support Mir cardholders will be expanded from November 1.

So, credit institutions that issue and accept cards of this standard will be sanctioned if monthly transactions without the consent of customers (theft of funds, as well as paid services connected without the consent of cardholders -

Preferential mortgage program

The concessional mortgage program at 6.5% per annum is extended until July 1, 2021 in accordance with a government decree.

Let us recall that the program of preferential mortgages at 6.5% per annum applies to the purchase of apartments in new buildings.

The maximum loan amount for residents of Moscow and St. Petersburg, as well as Moscow and Leningrad regions is 12 million rubles.

For other regions, the threshold reaches 6 million rubles.

In this case, the initial payment must be at least 15% of the cost of housing.

The difference between the preferential rate of 6.5% and the market rate is reimbursed by the state.

Initially, it was assumed that the program will operate from April 17 to November 1, but later it was decided to extend the mortgage in this format for the next year.

Electronic PTS and accident notifications

Large-scale changes are expected on November 1 for motorists.

From this date, owners of new or imported cars will receive an electronic vehicle passport (PTS).

The opportunity to receive a paper document will remain, but only in case of replacement of a similar paper title, lost or worn out.

At the same time, a mandatory transition to an electronic document for owners of TCP on paper is not provided.

In addition, from November 1, an electronic notification of an accident can be issued in any region of the country.

Both participants in the incident must be registered on the State Services portal, and at least one of them must have the Compulsory MTPL Assistant application installed.

Previously, an electronic notification of an accident could be issued only in Moscow, St. Petersburg and Tatarstan.

Recall that a simplified registration of an incident is available in cases where both drivers have an OSAGO policy, only cars were damaged, and there is no damage to third parties.

Another innovation provides for the possibility of registration of an accident according to a simplified scenario, even in cases where drivers have disagreements about what happened.

This circumstance must be separately indicated in the electronic document.

Participants of the accident will be able to choose the option of registration of an accident with or without photographs.

In the first case, the limit for compensation for damage to property will be 400 thousand rubles, in the second - 100 thousand rubles.

Tire marking

For importers and manufacturers of automobile tires, from November 1, mandatory product labeling is introduced.

From that day on, the "Honest Sign" system will need to enter information about the marking of certain types of tires, as well as about their input and output from circulation.

Representatives of Honest Mark said that all manufacturers in the Russian Federation were registered in the system.

About 80% of them are already actively working with a system for labeling residues and newly manufactured products.

Companies that import about 80% of tires have also registered in the system.

It is expected that the phased connection of all participants in the tire turnover will be completed by March 1, 2021.
