The report of the State Duma clarifies that, according to the bills, the former president will be able to submit such an application within three months from the date of termination of his powers.

"At the same time, the president, whose powers were terminated before the adoption of this law, can submit such an application within three months from the date of entry into force of the law," they noted.

In addition, the senator-ex-president retains "social and other guarantees" established by the law "On guarantees to the President of the Russian Federation, who has terminated the exercise of his powers, and to his family members."

On October 31, Vladimir Putin submitted to the State Duma a package of bills, including on the procedure for forming the Federation Council, as well as amendments to the law on the status of a senator and deputy.

As explained in the press service of the Committee on State Construction, the Federation Council will be able to include former presidents, becoming senators for life, as well as "no more than 30 representatives of Russia, appointed by the president, of which no more than seven can be appointed for life."
