The Azerbaijani Ministry of Defense said in a statement, on Saturday, that it had obtained intelligence indicating that Armenia had brought a large amount of phosphorous bombs to the area of ​​clashes, for its part, Moscow refused to provide military aid to Yerevan because the battles do not include Armenian lands.

The statement indicated that the units of the 3rd regiment of the 37th division of the 1st Corps of the Armenian Army, in the axis of the city of Khojavand, in western Azerbaijan, brought a large quantity of phosphorous bombs, according to Azerbaijani intelligence information.

He added that Armenia's goal in bringing bombs to the mentioned region is to use them against the Azerbaijani army.

The statement stated that Armenia has been trying, since yesterday, to pave the way for future provocations, by spreading false news, claiming that Azerbaijan is using bombs containing white phosphorous.

The ministry confirmed that its army would not use any banned weapons in the ongoing conflict.

Armenia accuses

For its part, Armenia said that the Azerbaijani army continued to bomb residential communities in the Nagorno Karabakh region, as it continued its field advance towards the strategic city of Shushi.

The head of the Karabakh region - which is not recognized internationally - warned that the Azerbaijani army has approached Shushi, the second largest city in the region, and called on citizens to defend their city and repel the attack by the Azeri forces.

For his part, Prime Minister of Armenia Nikol Pashinyan said that it is impossible to enforce the truce without mechanisms that determine who violates the ceasefire, holding Baku responsible for violating ceasefire agreements 3 times.

Reality on the ground

As for Azerbaijani President Ilham Aliyev, he said that his forces have changed the facts on the ground in the region.

In a series of tweets on Twitter, Aliyev added that the conflict in Karabakh is related to achieving national justice for Azerbaijan, and that this land is an Azerbaijani land and its cause is an international human rights issue.

Aliyev stated that the Minsk group, the United Nations and 4 permanent members of the Security Council called on Armenia to withdraw its forces from Karabakh.

He pointed out that this did not happen in 27 years, and now, as he put it, Azerbaijan is implementing this decision by itself.

He also said that there is one way to end the war is for Armenia to accept its defeat, and to withdraw from what he described as the occupied Azerbaijani lands.

Civilian protection

Yesterday, I announced an agreement by Armenia and Azerbaijan not to target civilians in the fighting that has been going on for more than a month in the Nagorno Karabakh region, which has claimed hundreds of lives.

The agreement, which did not amount to the declaration of a fourth armistice, was concluded during talks in Geneva between the foreign ministers of the two countries and envoys from France, Russia and the United States, which co-chairs a group formed to mediate in the crisis.

A statement by the countries co-chairing the Minsk Group, affiliated with the Organization for Security and Cooperation in Europe, stated that Armenia and Azerbaijan also agreed to exchange the dead bodies and submit lists of prisoners within a week in preparation for an exchange process.

For its part, human rights groups called for an immediate cessation of the use of prohibited weapons, after confirmation of Armenia's use of cluster munitions in an attack on the city of Barada, Azerbaijan.

According to the Azerbaijani Public Prosecution, the Armenian attacks on civilian areas have so far resulted in the death of 91 civilians, and the injury of 400 others.

Rossi refused

Russia rejected once again a request from Armenia for military intervention to assist it in the face of the advancement of the Azerbaijani army in the Karabakh region and the surrounding areas, and confirmed that clashes do not take place in Armenian lands.

According to a statement issued by the Russian Foreign Ministry, on Saturday, that the Armenian Prime Minister sent a letter to President Vladimir Putin, calling for the start of urgent consultations on how Moscow would provide support to Armenia in the fight against Azerbaijan.

The statement pointed out that there was an agreement for "friendship, cooperation and mutual support" concluded between the two countries in 1997, explaining that "according to the agreement, Russia will provide the necessary support to Yerevan in the event that the clashes move directly to the territory of Armenia."

And he added, "We reiterate our urgent call to the parties to the ongoing conflict in Nagorny Karabakh for a ceasefire."

On October 7, the Russian president declared that his country has responsibilities towards Armenia within the framework of the Collective Security Treaty Organization, but that disputes are not fought on Armenian lands.

On Saturday, Russia expressed its readiness to provide "necessary" assistance to Armenia in the event that the fighting spreads to the Armenian lands.

Military outposts

For its part, Azerbaijan has established military outposts on its borders with Iran in the areas it controlled in Karabakh.

According to Anatolia, on Saturday, the Azerbaijani army raised the country's flag over the border outposts in the villages of Sultanli, Halfali, Khodafrin and Komlak, in the provinces of Gabriel and Zingilan.

And the Azerbaijani army announced that soldiers from the border guards began their duties in those outposts.

On October 22, President Aliyev announced the "liberation of all occupied parts of the Azerbaijani lands on the border with Iran," which are 132 kilometers long, after 27 years of Armenian occupation.

Since the start of the battles, on September 27, Azerbaijan has managed to regain control of 4 cities, 3 towns and nearly 200 villages, as well as strategic hills.
