These measures apply to the entire metropolitan territory as well as to Martinique from Thursday evening at midnight. 

The return of the certificate, with changes compared to spring

As in the spring, a certificate will be necessary to leave his home, but "only for certain reasons", indicates the Prime Minister who lists the same reasons as the president the day before.

This certificate is available on the government website and on the TousAntiCovid application.

Travel to exercise or walk your animal will be possible for "one hour maximum" and within "a radius of one kilometer from the home".

"Sports halls and gymnasiums will be closed and outdoor team sports banned."

It will not be possible "to travel within the national territory, including from a main residence to a secondary residence", added the Prime Minister, specifying that "a fixed fine of 135 euros will be applied in the event of no compliance with confinement ".

Additional authorizations are planned in relation to the confinement of March "to accompany a child to school or to pick him up to go to a public service or to an operator providing a public service mission", he added.

In addition, permanent certificates may be issued by employers and schools.

If "all public transport services will remain open and their level of service maintained", it will not be possible to travel throughout the territory. 

Banned gatherings, limited weddings and funerals 

All gatherings are prohibited, however places of worship remain open.

Ceremonies are prohibited, except for funerals, within the limit of 30 people, and weddings within the limit of 6 people.

During the spring containment, the limit for funerals was 20 people.

As for marriages, they were prohibited.

Essential shops open, new exemptions

On the model of the first confinement, essential shops remain open.

"All wholesale businesses, stores and garden centers as well, so that professionals can continue to stock up. Nurseries and schools up to and including high school."

For their part, "parks, gardens, forests, and beaches" will remain open. 

"On the other hand, establishments offering extracurricular, sporting or artistic activities, such as conservatories or sports clubs, are closed. Hotels which can keep a small activity for essential business trips, but restaurants in these hotels will be closed, only room service can work. "

"The closed shops, as well as the restaurants, will not be able to welcome the public, but will be able to continue to function for the activities of delivery and collection of orders", indicated the Prime Minister.

On the cultural side, events, cinema and live performance businesses will be closed during confinement. 

A reinforced health protocol at school 

The new reinforced health protocol which will be implemented in schools "will allow the reception of all students, at school, college and high school", assured Thursday the Minister of Education Jean-Michel Blanquer .

New economic measures for businesses

The solidarity fund for companies will be reactivated and extended to companies with up to 50 employees, in order to compensate for the closures linked to the reconfinement measures, announced Thursday the Minister of the Economy Bruno Le Maire.

"All businesses and businesses that will be closed by administrative decision may receive compensation of up to 10,000 euros. This will not affect businesses up to 10, but up to 50 employees."

Partial unemployment is also extended. 

Under certain conditions, part of the rent for businesses will be covered.

A tax credit will also be put in place for homeowners who waive rents.

The minister also estimated that this new reconfinement will cost a total of 15 billion euros per month for business aid (6 billion for the solidarity fund, 7 billion for partial activity, 1 billion for exemption from contributions. social security and 1 billion to cover part of the rents of companies).

Companies that will not be able to repay their loans on March 1, 2021 will be able to obtain a new deferred repayment of an additional year, "that is to say in all two years of deferral, before starting the repayment of the loan".
