According to him, in case of "objective necessity", taking into account the recommendations of doctors on the situation in a particular region and city, "point decisions" will be made, which "will maximally protect the safety of people and preserve the continuous operation of enterprises and organizations."

On October 21, Putin also noted that the authorities do not yet plan to impose severe restrictions amid the pandemic.
