In the memory of many people, taking a prescription to prescribe medicine, the pharmacist will give us a small paper bag with the corresponding dose of medicine in it, and the method and time of taking the medicine are written on the paper bag.

This method of disassembling medicines for sale in the 1970s and 1980s was widely used in hospitals and pharmacies across our country.

Now when we go to buy medicine, what we get back is often whole boxes and bottles of medicine.

Many people have recovered from the illness and haven't finished their medicine. There are many half-boxes and half-bottles of medicine left at home, and they slowly expired.

Drug dismantling and retailing: the market is hard to find if patients have demand

Can medicines be obtained on demand as before,

"buy as much as you eat"

?

In fact, the country has been encouraging the retail sale of drugs, but the reporter found after investigation that there are still many practical problems that need to be solved if the retail sale of drugs is to be implemented.

Reporter:

Have you ever come across

that

you can't finish the medicine at home, and then throw it away?

Citizen:

Throw it away when it expires.

Citizen: There

is a lot of waste, and the medicine in the house is really a big waste.

The reporter interviewed some citizens randomly on the streets of Beijing and found that many people have encountered the problem of not being able to take the medicine they bought.

Everyone welcomes the dismantling of drugs.

Citizen:

Yes, just buy as much as you use.

Citizen:

If it is to dismantle medicines, it will cost less, which is pretty good.

Reporter: When

you buy medicines in hospitals or pharmacies, have you ever encountered any retail sales of medicines?

Citizen:

No, not really.

Citizen: There are

two pieces of the one wrapped in paper a long time ago. There are none in (pharmacies) now. They are all in boxes.

The reporter's investigation found that since 2000, the state has repeatedly revised the "Pharmaceutical Business Quality Management Regulations", which clearly stipulates that drug retail operations should include

"pharmaceutical

retail

sales

.

"

The business premises of drug retail should be equipped with "distribution tools and packaging supplies needed for drug dismantling and selling."

But the actual market situation is very different.

The reporter randomly visited some pharmacies in Beijing and asked whether the 100-piece berberine could be sold separately. The answer was no.

Reporter:

Can't it be sold separately?

Pharmacy salesperson: They

are all sold in whole bottles without unpacking (packaging). Pharmaceutical factories produce this kind of products without small packages.

Pharmacy salesperson: The

pharmacy hasn’t had this (service) for a long time.

The reporter visited more than ten pharmacies. Most pharmacies did not set up special counters and facilities for dismantling sales. Only three pharmacies set up small dismantling boxes.

The sales staff told reporters that these equipments are usually just for display and are basically not needed.

Pharmacy salesperson: The

dismantling counter must be set up, because this is a requirement of our company.

Reporter:

How often do you sell drugs from the retail counter?

Pharmacy salesperson:

Basically none.

How to dismantle and sell drugs in retail hospitals can be used for reference

In fact, retail sales have always existed in hospitals in many regions.

CCTV reporters learned that some hospitals already have a complete and feasible process for dismantling drugs.

The Wuxing District People's Hospital in Huzhou City, Zhejiang Province has always provided drug disassembly and distribution, which not only meets the short-term medication needs of patients, but also reduces the financial burden of patients.

Mr. Zhu took his daughter to the pediatric clinic of the hospital for treatment. Since the child was in a milder condition and used a small amount of medicine, the pediatric clinic doctor prepared medicines according to the actual condition when prescribing medicines for the patients and parents.

Doctor of Wuxing District People's Hospital: I will

give you the medicine for three days first, all right.

Come and see after eating, OK?

Zhu Liang,

the

patient’s parent:

This is quite reasonable. It is to prescribe as much as needed to avoid waste.

The hospital adopts an intelligent automatic drug dispensing machine to provide a more accurate, safe and efficient dispensing environment for the pharmacy.

Pharmacy staff only need to correctly place the complete medicines in the corresponding position, and operate the medicine preparation through the computer, and then the daily medicines of the inpatients can be packed into the smallest packaging.

The patient’s name, time of taking the medicine, and the name of the medicine are also printed on the internal medicine bag of the zero medicine.

The staff of the pharmacy will check regularly and clean and disinfect the automatic subcontracting machine in time.

Wang Zhihui, person in charge of the pharmacy of Wuxing District People’s Hospital:

We will explain to the window deployment staff to remind patients again of all the precautions, so that patients can understand the basic information of drugs more clearly.

Promotion of drug dismantling and retail sales requires simultaneous supervision and guidance

In well-equipped hospitals, the dismantling and selling of drugs can be recognized by patients, but for dismantling and selling in retail places such as pharmacies, many citizens have expressed concerns about whether the operation is standardized and whether the safety can be guaranteed.

So, are there difficulties in retail stores such as pharmacies and how to solve them in terms of dismantling and selling drugs?

Citizen: The

main reason is that the demolition of the meeting will not expire, it will be invalid.

This is the packaging problem or something.

(If) let us be able to trust the zero-breaking medicine, then its quality will be no problem, and there will be no problem with any future storage, everyone will definitely be willing to buy it (zero-breaking medicine) if they trust it.

Consumers’ concerns about the norms of dismantling drugs are also a reason why businesses do not provide dismantling services.

Pharmacy salesperson:

No one wants that kind of small package, they are too dirty.

For example, our naked bottle medicine, he (consumer) picks it up, does he say there is a package?

He would ask like that.

The reporter inquired about the latest version of the "Pharmaceutical Business Quality Management Practices", which does stipulate the operating specifications, including special training for sales personnel, ensuring the cleanliness and hygiene of the zero-removing workbench and tools, and the name, usage, Validity and other content.

However, experts believe that these are still principled norms, there are no measurable indicators, and they are not operable.

Compared with well-equipped hospitals, retail establishments such as pharmacies have to set up dismantling services to meet more professional requirements, and the supervision should be stricter.

Fu Gang, vice chairman of the China Pharmaceutical Commerce Association:

It must have a dedicated area, a clean and dispersed environment, trained personnel, complete zero records and sources of prescriptions.

Then the remaining part of the quantity must also be recorded and kept.

It has a complete management system.

In any case, the safety of drugs in the circulation process is the first element, and then the convenience is the other.

Drug dismantling service is an additional service, which is bound to increase the cost of pharmaceutical retail companies.

Therefore, experts also suggest that certain policy support should be provided to guide retail companies to carry out this service.

Hu Yinglian, professor of the National School of Administration of the Central Party School:

We should still use more industrial and economic policies to encourage market-oriented drug sales entities to provide such additional services.

For example, our medical insurance fixed-point, or support policy, provides some support for single pharmacies and grassroots retail pharmacies.

So if these policies themselves can be integrated with the dismantling of drugs for it, then this is a better and ideal ending.
