From January 2005 to May 2014, Xu Huhe served as Secretary of the Party Committee, Director of the Inner Mongolia Justice Department and Secretary of the Party Committee of the Autonomous Region Prison Administration Bureau for more than nine years.

  Earlier, Jiang Heping, the former deputy secretary of the Party Committee and political commissar of the Inner Mongolia Prison Administration Bureau, was investigated for a case involving three criminals including Wang Yunhong and other prisoners for medical parole and temporary execution outside prison. "Paper sentence" cases occurred one after another during the tenure

  According to the official resume of Xu Huhe, the 66-year-old Xu Huhe is a native of Hohhot, Inner Mongolia. He joined the Communist Party of China in September 1975 and started working in September 1970.

  Xu Huhe was the first worker at the Hohhot Electric Tool Factory. From November 1973 to September 1974, he studied at the Inner Mongolia Political and Legal Cadre School; from September 1974 to September 1975, he served as an inspector at the Erlianhot Border Checkpoint; September 1975 Until August 1978, he studied law in the Law Department of Jilin University.

Since then, Xu Huhe has served as a member of the Standing Committee of the 12th People's Congress of the Inner Mongolia Autonomous Region and a deputy chairman of the Legislative Affairs Committee.

In June 2018, Xu Huhe retired.

  According to the official report, in the investigation of Wang Yunhong's "paper-based sentence" case, the Inner Mongolia Commission for Discipline Inspection successively found clues to criminals such as Zou Qing, Zhuang Yonghua, Wang Baobao, Hao Weicheng and other related personnel for commutation of sentences, medical parole, and temporary execution outside prison , And the case was investigated in parallel.

  Among them, Zhuang Yonghua was sentenced to death with a suspended death sentence in 2006, and after receiving multiple commutations, he was granted medical parole in violation of regulations in February 2013, and was put into prison after six years of living outside prison.

  The cases of Wang Yunhong and Zhuang Yonghua serving their sentences on paper occurred during the period when Xu Huhe was concurrently party secretary of the Inner Mongolia Prison Administration Bureau.

On June 22, 2020, the Inner Mongolia Commission for Discipline Inspection issued two announcements at the same time: Xu Hongguang, the former director of the Inner Mongolia Prison Administration, and Lian Tianjun, the former deputy inspector of the Inner Mongolia Prison Administration, are suspected of serious violations of discipline and law and are undergoing disciplinary review and supervision and investigation.
