Yu Xuejun, deputy director of the National Health Commission, said at the meeting that there are currently 260,000 physicians practicing in multiple institutions across the country, effectively alleviating the shortage of primary medical institutions and social medical personnel.

  According to Yu Xuejun, during the "13th Five-Year Plan" period, the National Health Commission has taken a variety of effective measures to strengthen the construction of grassroots talent teams:

  The first is to deliver talents to the grassroots through the establishment of a medical education system of college education, post-graduation education and continuing education.

Established a unified national standardized training system for residents, cultivated homogenous qualified clinicians, and trained a large number of undergraduate orientation students for township health centers in the central and western regions.

Formulate a series of measures such as counterpart support for urban and rural health institutions, encourage grassroots employment for graduates, grassroots services for urban doctors before promotion, and support for rural health projects by 10,000 doctors to guide the rational flow of talents.

In recent years, the proportion of middle and senior professional titles of grassroots health technicians has continued to increase and the structure has been further optimized.

  The second is to promote the multi-point practice of registered physicians to allow talents to serve the grassroots.

Revised and promulgated the "Administrative Measures for the Registration of Physician Practice", established a regional registration system for physicians, revised the practice location to "provincial or county-level administrative divisions," and physicians "registered once, regionally effective" and can practice in multiple institutions.

Except for the registration of major practice institutions, it is sufficient for physicians to practice registration in other institutions.

There are currently 260,000 physicians practicing in multiple institutions across the country, effectively alleviating the shortage of medical personnel at the grassroots level and in the society.

  The third is to train talents for the grassroots by strengthening the construction of the national doctor team.

Issue guidance to promote the coordinated reform of the national doctor training and use incentive mechanism, organize research and formulate general practitioner transfer training outlines, formulate preferential policies, and support trainees to participate in general practitioner transfer training.

Trainees from poverty-stricken areas, ethnic minority areas, and old revolutionary areas will be recruited first under the same conditions to guarantee the treatment of trainees during the training period.

After passing the training examination, the scope of practice in general medicine can be increased. At present, general practitioners have been transferred to train 180,000 people. The number of general practitioners per 10,000 people has increased from 1.38 to 2.61 this year.

  The fourth is to improve the ability of grassroots talents through special training.

Beginning in 2018, we will implement grassroots capacity improvement training programs, and carry out practical skills training for physicians, nurses, managers, and village doctors in township health centers and community health service centers.

As of 2020, the central government has invested a total of 1.02 billion yuan to train more than 500,000 primary health workers.

  Yu Xuejun pointed out that at present, the total amount of high-quality medical resources in my country is insufficient, and the uneven distribution of medical resources between urban and rural areas and regions still exists. In particular, the shortage of talents is still weak. The next step is to do this. Continue to work hard to enable more talents to better serve the health of the people.
