The inmates of the

prison

, in

, used the Teletext service on their televisions to circumvent the communications limitations of the prison system and communicate with the outside world.

Through the open pages of appointments, contacts or advertisements offered by this television information system that has been out of fashion for years, they managed to get their messages abroad.

This is a practice that was detected some time ago in prisons throughout Spain and for which they used pseudonyms, keywords, pages and specific hours.

It has just come to light now by an order of the National Court that refers to a case of this Pontevedra prison.

As in many other centers, in this prison it was decided to block the teletext service on all the televisions that exist in the center.

In the devices that the inmates buy in the prison commissary, the interactivity and connectivity functions are already restricted, but, given that there is also the option for the prisoners to receive televisions from outside, it was necessary to modify all the devices in the center.

Specifically, it came to light after an inmate who was intervened on television to make this routine adaptation discovered the blockade and denounced it.

It happened in January of this year 2020, when an inmate reported that between the 17th and 20th of that month the television was detained from him and, when he returned it, he verified that the Teletext function and the menu were blocked.

The inmate appealed to the courts.

First, he presented the complaint to the

, but in February his appeal was dismissed, so he decided to continue with more appeals and the case reached the National Court, which he asked to leave his television set. to have these limitations.

In the course of these appeals, the director of the center,

, issued a report dated February 11 in which she explains precisely all these circumstances, that the blocking of the Teletext function is due to "security reasons" after detecting that teletext messages were used by inmates to communicate with outsiders.

Based on this report, section 1 of the

the National High Court has just issued an order in which it concludes that the blocking of the Teletext function is "considered justified".

The order of the National Court refers to both aspects and partially upholds the appeal while it concludes that blocking the menu "is no longer justified for security reasons" from the moment the inmate can own and use a television set.
