Two crucial meetings which should allow the executive to define the new axis of its crisis management. 

Unimaginable just 15 days ago, the hypothesis of a new confinement is now taking shape at the top of the State.

While contaminations continue to increase in France, as well as the number of hospitalizations, the executive is entering a decisive week of crisis management.

The second wave could even be "stronger than the first", warned Monday the President of the Scientific Council, Jean-François Delfraissy. 

Two Defense Councils are planned at the Elysee Palace to allow the executive to choose among the possible scenarios.

A turn of the screw could be announced on Wednesday

The first Defense Council will take place on Tuesday morning to define the possibilities: bring forward the time of the curfew, extend it during the weekend, confine locally ... So many avenues that will then be discussed in the afternoon with the party leaders, the presidents of parliamentary groups and the presidents of the main associations of elected officials, received at Matignon.

The social partners will follow in the evening.

Such consultations, similar to others organized in recent weeks, seem to precede the announcement of a new turn of the screw, which could then be recorded the next day.

Before that, a second Defense Council will nevertheless take place on Wednesday morning to allow the president to finalize his decision.

A more massive curfew or confinement? 

The President of the Scientific Council, Jean-François Delfraissy, spoke of the possible scenarios on

The first is "to move towards a more massive curfew, both in its schedules, in its scope at the national level, and which can also be implemented on weekends".

If that is not enough, containment could then be considered.

The second hypothesis is "to go directly to containment", but "less hard" and shorter than that from March to May.

It "would probably make it possible to maintain a school activity and a certain number of economic activities", with increased recourse to telework.

17% of positive tests, against 4.5% at the start of September

In any case, the government does not intend to waste time.

"We had planned for 15-day review clauses, it is outdated," said an employee of the Prime Minister on Monday.

The Covid-19 epidemic broke a new record in France with 52,010 new positive cases recorded in 24 hours, according to the report published on Sunday evening.

The test positivity rate continues to increase, reaching 17%, against only 4.5% at the beginning of September.

In hospitals, 191 new serious cases were admitted to intensive care in the past 24 hours, bringing the total number of patients currently hospitalized in an intensive care unit to 2,575 (84 more than the day before).
