Russian President Vladimir Putin instructed the government to study the issue of paying sick leave for parents of children under seven years of age in the amount of 100% of average earnings.

The list of the President's instructions following the enlarged meeting of the Presidium of the State Council, which took place on September 28, is published on the Kremlin's website.

“Consider the issue of paying parents of children under seven years of temporary disability benefits in the amount of 100% of the average earnings, regardless of the length of the insurance period, determining the amount and sources of financial support for such payments,” the decree says.

In addition, the head of state also instructed the Cabinet of Ministers to develop and present new types of targeted support for children whose parents evade paying alimony.

At the same time, the government should provide for the preservation of the existing types of administrative and criminal liability for those who do not pay alimony in full.

The document notes that the instructions are designed to help achieve the national development goal of Russia, which is designated as "preserving the population, health and well-being of people."

Prime Minister Mikhail Mishustin has been appointed responsible.

In addition, the Russian leader ordered to increase funding for activities to create new places in schools. 

"To consider issues of increasing the amount of funding from the federal budget for measures to create new places in educational organizations and on extending the implementation of this event within the framework of the national project" Education "until 2030," the message says.

The government was also instructed to provide for the formation of an appropriate infrastructure with secure access to the network when connecting schools and colleges to the Internet within the framework of the national program “Digital Economy of the Russian Federation”.

Also, the Cabinet of Ministers, together with the State Council working group in the direction of "Social Policy", should assess the effectiveness of the work of medical organizations to prevent abortion.

The measures, in particular, should include the provision of legal, psychological and medical and sanitary assistance to women during pregnancy, carried out at the expense of financial support for the costs of paying medical organizations for services within the funds of the birth certificate.

Another item on the president's list was the requirement to achieve by 2030 a decrease in the death rate in road accidents to 4 people per 100 thousand people, as well as to establish an additional indicator of transport risk.

Business support

In addition to social measures, the president also issued orders for small businesses.

Thus, the Cabinet was instructed to amend the legislation providing for the extension of the ban on routine inspections of small businesses until December 31, 2021.

Recall that as a support measure against the backdrop of the coronavirus pandemic in Russia, a moratorium on scheduled inspections of small and medium-sized businesses was introduced at the end of March, and the ability of inspectors to conduct unscheduled inspections was limited.

In addition, Putin instructed to consider the possibility of reducing the interest rate on loans for these enterprises.

"Consider the possibility of reducing the interest rate on loans for small and medium-sized businesses by providing subsidies from the federal budget to Russian credit institutions to reimburse them for lost income on loans issued in 2019-2024 to small and medium-sized businesses at a preferential rate," instructions.

Support measures for families with children in Russia

Since the beginning of the year, the Russian authorities have announced the introduction of a number of payments to support families with children.

So, in September, the government decided to pay 3 thousand rubles for unemployment benefits for each minor child.

The Cabinet stressed that the decision was made as part of support measures in the context of the spread of a new coronavirus infection.

In addition, in October, the Cabinet of Ministers adopted a draft decree on the allocation of additional funds for the provision of subsidies to the budgets of the constituent entities of Russia for monthly payments for children from three to seven years old inclusive in 2020.

The initiative to introduce monthly payments for this category of Russian citizens was made by President Vladimir Putin during his message to the Federal Assembly on January 15, 2020.
