25 October 2020 Long discussions yesterday within the majority and between government and regions on the contents of the new decree of the Prime Minister expected for today.

In recent days, very restrictive drafts had been circulated: from the stop to entire economic sectors to the evening closing of restaurants to severe limitations in individual mobility. 



Regions and municipalities had rebelled against these hypotheses.

The president of the State Regions Conference Bonaccini had written down his proposals for the Dpcm in a letter sent in the evening to Prime Minister Giuseppe Conte and to ministers Roberto Speranza and Francesco Boccia. 



In addition to economic measures for exhibitors and entrepreneurs, the regions insisted on the need to extend distance learning up to 100% for high schools and universities.

The Regions also wanted clubs such as bars and restaurants to remain open longer without any lockout at 6pm. Table service until 11pm in restaurants and bars that have table service, at 8pm closing for those serving only at the counter. 



For these premises no Sunday closure which was instead required for shopping centers, with the exception of food and pharmacies.

For gyms and swimming pools, theaters and cinemas, closures to be assessed on the basis of epidemiological data. 



The Regions also insisted on a lightening of bureaucracy in communications regarding the situation in schools, eliminating prior communication to the ministry.

Finally, the other request was to swab only the symptomatic patients and their close contacts, that is, family members or cohabitants to free the local health authorities from swamping and hunting for contacts. 




As far as we know, these requests were essentially ignored.

The stop to the activity of gyms, swimming pools and arcades and the anticipation of the closing time for the catering sector remain the main interventions to curb the increase in infections discussed in the meeting between the premier and the heads of delegation of the majority.



The activities of the services of bars, pubs, restaurants, ice cream parlors, pastry shops are suspended on Sundays and public holidays;

on other days they are allowed from 5.00 to 18.00.

The draft envisages that, after 6pm, the consumption of food and drinks in public places and open to the public is prohibited, while catering with home delivery is allowed.

Catering with takeaway is allowed until midnight, with a ban on consumption on the spot or nearby.

However, the early closure of the premises would not lead to an advance of the curfew in terms of driving ban.



As for the school chapter, in high schools we think of Dad at 75%, further modulating the management of pupils' entry and exit times, afternoon shifts authorized and entrances not before 9 am. Then there is the possible stop at theaters, cinemas , casino, concert halls.

Parties are prohibited indoors and outdoors, including those resulting from civil and religious ceremonies.

Museums open to visits, but with the maintenance of an interpersonal distance of at least one meter.

Activities of theme and amusement parks suspended.



Public and private competitions are likely to stop, excluding ongoing procedures and those for healthcare personnel from the suspension.

Recommended not to move from your municipality.

"It is strongly recommended to all natural persons not to move, by public or private means of transport, to a municipality other than that of residence, domicile or home, except for proven work or study needs, for health reasons, for situations of need or to carry out activities or use services that are not suspended and not available in that municipality ".

Furthermore, possible closure of the squares from 9 pm, except for access to open shops and to one's own home and with regard to private homes, it is strongly recommended not to receive people other than cohabitants.

The idea of ​​limiting travel between regions should be over for the time being.
