The trial start of the electric scooter in Dubai ... and the tariff starts at 3 dirhams

The Executive Director of the Traffic Department at the Traffic and Roads Agency at the Roads and Transport Authority in Dubai, Hussain Al-Banna, revealed to "Emirates Today" the date of the start of the trial run of electric scooters in 5 areas in Dubai at a tariff starting at 3 dirhams, announcing that the operation will start next Monday, corresponding to October 26, by 5 companies selected through a tender, and will be committed to implementing the conditions and standards currently regulating the trial operation process, which will last for a year, provided that the future plan for the electric scooter activity is determined according to the results and data of the experimental phase, according to Al-Banna.

Al-Banna stressed that the start of the implementation of the pilot operation of the electric scooter comes within the framework of the authority's commitment to the directives of the wise leadership to make Dubai an environmentally friendly city, by providing multiple, flexible and environmentally friendly means of transportation that enhance the use of mass transportation, as these means contribute to helping residents reach It also encourages them to choose healthy and friendly means of transportation.

In response to a question about the most important laws regulating electric scooter driving in a way that guarantees traffic safety for road users, Al-Banna said that Administrative Decision No. 208 of 2020 is currently being adhered to, which defines the technical requirements for the use of electric scooters and the obligations of the driver in the permitted areas in the Emirate of Dubai, as well as It defines the electric scooter and sets conditions for practicing the activity of renting the electric scooter, as no company can operate the activity without being licensed by the concerned authorities and ensuring its compliance with the terms and laws. 

He emphasized that the activity of renting and operating electric scooters is an activity that follows the activities that must be approved and licensed by the licensing agency at the Roads and Transport Authority in Dubai.

He added that work is underway to develop an expanded law that regulates environmentally friendly transportation activities that enhance the flexible mobility system in the Emirate of Dubai, which includes electric and pneumatic bicycles, electric scooters and other means of flexible transportation.

Al-Banna stressed the need for electric scooter drivers to abide by the public safety laws referred to in both the Traffic and Traffic Law as well as Law No. 2 of 2015, on the basis of which fines and penalties are imposed on individuals and companies who do not comply with the conditions applied in driving and operating the electric scooter.

Al-Banna explained that there are sites for scooter rental in 5 areas in Dubai, including Mohammed bin Rashid Boulevard, Dubai Internet City, Second of December Street, Al-Raqqa, and Jumeirah Lakes Towers, noting that these areas were chosen according to specific criteria such as areas with high population density and areas. Private development, and the areas served by metro stations and mass transit means, the availability of integrated infrastructure, and areas with a high level of traffic safety.

Al-Banna emphasized that allowing electric scooters to be driven in the areas that were identified as part of the trial run is limited to driving on the sidewalks and at specific locations within those areas, in accordance with the safety requirements set by the authority.

The companies that have been allowed to practice the activity of renting electric scooters include 3 international companies, namely Careem, Ter Teer, and Lime, in addition to two local companies, Skurtt and Arnab, explaining that the meter opening tariff will start from 3 dirhams.
