On the evening of October 20, 2020, State Councilor and Foreign Minister Wang Yi attended the UN Security Council Ministerial Video Conference on the Gulf Region Situation in Beijing.

  Wang Yi said that the situation in the Gulf continues to be tense, which has seriously affected regional and even international peace and security.

The members of the Security Council and the countries of the region should uphold sincerity and goodwill, strive to find the key to opening the door to peace, and actively respond to the expectations of the international community, especially the people of the region.

China made three suggestions:

  First, uphold the rule of law and build a peaceful bay together.

We must abide by the purposes and principles of the UN Charter, abide by the basic norms of international relations such as respect for national sovereignty and peaceful settlement of disputes, oppose unilateral sanctions and pressure by force, and abandon the double standard of "combining or disagreement".

Give full play to the role of the United Nations in promoting talks and support the mediation efforts of regional organizations such as the Gulf Cooperation Council.

Effectively implement Security Council resolutions and fulfill international obligations.

  Second, adhere to good-neighborly friendship and build a safe bay together.

Regional countries are neighbors that cannot be moved, and living in harmony is the only correct choice.

All parties should focus on seeking common ground while reserving differences, transcend system differences, put aside sectarian disputes, insist on dialogue and consultation, and create conditions for regional security.

  Third, uphold fairness and justice and build a stable Gulf together.

The Gulf is the Gulf of the Gulf countries. Countries outside the region can provide constructive assistance, but they cannot act on their behalf, let alone take advantage of the opportunity to make a profit.

We should adopt a fair and balanced stance, sincerely persuade peace and promote talks, and promote the stability of the local situation.

  Wang Yi said that the Iranian nuclear issue is an important factor affecting the situation in the Gulf region.

In the face of unreasonable suppression and even threats, the vast majority of members of the Security Council have been able to maintain an objective and fair position, safeguard the comprehensive agreement on the Iranian nuclear issue, and safeguard Security Council Resolution 2231.

China proposes to build a multilateral dialogue platform in the Gulf region under the premise of safeguarding the comprehensive agreement on the Iranian nuclear issue to inject impetus into easing tensions and strive to form a new consensus on maintaining regional peace and stability.

  Wang Yi emphasized that this will be an equal and open platform. It is recommended that all parties adhere to the principles of mutual respect, mutual understanding and mutual accommodation, join the dialogue process and resolve their respective concerns through equal consultation.

This will be an action-oriented platform. It is recommended that all parties adhere to the principle of reciprocity, synchronization, and meeting each other, focusing on building trust and releasing goodwill to each other.

This will be a platform for continuous progress. It is recommended that all parties adhere to the principle of gradual and orderly progress, and continue to build consensus and dynamically adjust topics to ensure continued progress in the dialogue.

  Wang Yi said that China and the Gulf countries have always been good friends and good partners.

China actively participates in the affairs of the Gulf region, is committed to promoting the relaxation of the regional situation, continuously deepening mutually beneficial cooperation with the Gulf countries, and helping the region consolidate the foundation for development and stability.

China is actively carrying out anti-epidemic cooperation with countries in the region. After the vaccine is successfully developed and put into use, it will be provided according to the needs of Gulf countries.

China is willing to work with countries in all regions and the international community to continue to contribute to the promotion of regional security and stability, and jointly build a security oasis in the Gulf.

  The meeting was initiated by Russia, the rotating presidency of the United Nations Security Council in October.

Russian Foreign Minister Lavrov chaired the meeting. Other Security Council member states, foreign ministers of Gulf countries, and UN Secretary General Guterres attended the meeting.
