“Alexander Butsin told the POC members that he went on a hunger strike on October 18, protesting against the illegal removal from the pre-trial detention center-5, where he is being held, to the temporary detention facility,” said one of the commission members who visited Butsin. 

According to him, Butsin has no complaints against the employees of the IVS, but he considers the removal from the SIZO to the IVS a violation of his rights. 

The human rights activist recalled that Art.

13 of the Federal Law "On Detention of Suspects and Accused of Crimes" provides for the possibility of transfer from a pre-trial detention center to a temporary detention facility, "when it is necessary to carry out investigative actions, judicial consideration of cases outside the settlements where the pre-trial detention centers are located, from which their daily delivery impossible. " 

Butsin was brought to the IVS to familiarize himself with the materials of the criminal case, which takes place after the end of the preliminary investigation and the signing of the indictment. 

The POC noted that complaints about the transfer from the SIZO to the IVS had been received earlier.

In particular, the alleged organizer of the detention of journalist Ivan Golunov, former policeman Igor Lyakhovets, addressed the members of the POC in this regard.
