The Minister of Health, Salvador Illa, promised a few days ago with the

Community of Madrid

not to request the extension of the

state of alarm for

another 15 days, according to the regional government, although nothing is assured.

Does that mean that restrictions could end on Friday?

No. It is very likely that if the state of alarm ends, the regional government will decree

new measures

to continue containing the number of infected, which, although it has decreased in recent days, continues to be high in the community.

And it could take effect immediately.

In addition, the National Government is working on a new plan to stop

Covid-19

with

indicators and risk levels

according to which

Madrid would be on "extreme" alert

.

A level at which, according to the Health draft, it could "limit the mobility of people, perimeter closures or other restrictions on movement", in addition to a 25% capacity for commerce or transport in buses, subways, trains and planes 30%.

Although the same text states that "the decision on what measures and when to apply them will be taken by the autonomous communities."

And could the measures affect the same municipalities?

It could, although if the decision is in the hands of the autonomous communities it is likely that the measures will not affect the entire town if it is not necessary.

The Community of Madrid continues to support a system of

restrictions

for

basic health areas

, which could once again limit mobility and activity only in those areas that have a higher incidence of the virus.

We will have to wait for the latest data to know which ones will be affected.

The latest restrictions applied by the Executive of Isabel Díaz Ayuso included those areas that have had 750 cases per 100,000 inhabitants in the last 14 days.

So could they also be applied in other locations?

Yes. In fact, the Community of Madrid has imposed

restrictions

on towns with fewer than 100,000 inhabitants at the same time that the

state of alarm

was in effect

and they could be maintained or even extended.

Some localities that have significantly improved their data could also be left out, as happened to

Alcalá de Henares

, which was included in the first restrictions imposed by Illa and yet was left out of the state of alarm.

And how long could they last?

The answer to this question is an enigma because it depends on how the virus progresses.

Experts say that we have not yet reached the peak of the second wave and the worst could be yet to come if the people of Madrid do not comply with the

rules -

gatherings of more than six people are prohibited inside homes and outdoors in the entire Community of Madrid - and the

recommendations

of the authorities - and the regional government has asked that they only leave home for what is strictly necessary.

What differences would there be between the measures of the state of alarm and those new norms that Ayuso could decree?

The

measures

previously decreed by the

regional government

are the same as those contemplated by the central Executive with the state of alarm with the difference that the latter has

confined

all those

municipalities

with more than 100,000 inhabitants with more than 500 cases of

cumulative incidence

in 14 days and the regional government only to the

basic health areas

with more than 1,000 cases in the beginning and with 750, later.

Everything now depends on that new plan that Health is finalizing and that could in some way force Madrid to impose more severe restrictions if the numbers continue to rise.

And what are the restrictions that are in place so far?

Residents of the

affected areas

cannot leave or enter them except to go to work, study, go to the doctor, return to their residence, for administrative or judicial procedures or any other urgent reason that can be justified.

They can move freely within the municipality

.

Drivers can pass through these zones, although their final destination cannot be within them.

In addition, the

capacity in restaurants, shops and gyms

are limited to 50%.

The

places of worship

limited to 30% and

velatorios

10 people indoors and 15 outdoors.

Bars and restaurants

must close at 11:00 pm although they cannot admit customers from 10:00 pm and it cannot be consumed at the bar.

The

shops

have to close at 22.00 except for necessities such as drug stores or gas stations.
