“It was noted that the events associated with the COVID-19 pandemic and their consequences indicate the possibility of the emergence of biological threats caused by other dangerous pathogenic biological agents,” the message says.

The Scientific Council proposes to make changes in the fundamental strategic planning documents that relate to the sources of biological security threats associated with the spread of new viral infections, including the creation of artificial viruses.

In addition, the experts suggested developing additional measures to counter the threats associated with the possibility of committing terrorist attacks using "pathogenic biological agents."

On October 12, Russian leader Vladimir Putin ordered the creation of a Russian Security Council commission on protection against new infections by his decree. 

It will be headed by Deputy Chairman of the Security Council Dmitry Medvedev.
