Secondly, the use of funds is disorderly, granting subsidies in violation of regulations, entertaining food and drinking, investing in shares to earn profits, etc.; what is more, it is used for personal luxury, squandering, and embezzlement.

Third, the problem of "small treasury" has occurred in party and government agencies, institutions, and state-owned enterprises, and grassroots units, especially towns, streets, and villages (residential) have become problem-prone areas.

This time Tianjin found 73 "small treasury" problems and 102 problems with management risks. The basic units accounted for 69.86% and 88.24% of the total number of problems.

  Analyzing the root causes of the "small treasury" problem, there are subjective factors, institutional factors and other reasons. The focus is on imperfect systems, inadequate budget and asset management, and imperfect supervision mechanisms.

Specifically, it is manifested in four aspects.

  One is that a small number of leading cadres do not have a strong political awareness, and they do not have enough awareness of the seriousness and harmfulness of the problem. They still do not stop under high pressure.

Since the launch of the special control, the city's discipline inspection and supervision organs have investigated and dealt with 82 cases of violations of discipline and law by the "small treasury", 156 people, 131 cases were filed, and 70 people were given party discipline and government sanctions.
