Mobility: Madrid forces riders to wear a helmet to distribute and prohibits parking bicycles and scooters on the sidewalk
The controllers of the regulated parking service (SER) will have a new function in the city of Madrid.
They will be in charge of imposing
fines from next January 1 to bicycles, scooters and
sharing
motorcycles
that are wrongly parked
on the sidewalks of the capital.
That is the premise on which the Environment and Mobility Area works to remove these personal mobility vehicles from pedestrian spaces, a very widespread practice, especially in the downtown area.
"The sidewalks must be safe for pedestrians so we are going to reinforce the control work on these vehicles," sources from the department led by Borja Carabante point out to EL MUNDO.
And this reinforcement will be carried out by the SER controllers in a job that
until now only mobility agents were dedicated
.
A situation that will change with the arrival of 2021 and that will allow, as indicated in Cibeles, "to free mobility agents for other functions."
The penalties that these drivers
will
impose
will vary between 30 and 200 euros depending on the severity
of the act and will be accompanied by three photographs of the wrongly parked vehicle in which the time at which the offense was committed will be detailed.

In this case, it will be the company that receives the offense and this must subsequently transfer it to the user who has rented the vehicle.
The scales that are handled in the Environment and Mobility Area, as this newspaper has learned, to establish the sanctions are broken down into three sections: 30, 60 and 200 euros.
Within the first step will be the lighter sanctions that will be applied to those people who park a bicycle or a scooter in a place that is not allowed in an illegal way and who will have to pay 30 euros as a fine.
In the intermediate grade, that of 60 euros, the Town Hall places parking on motorcycles or mopeds on sidewalks of less than three meters;
park these same vehicles in prohibited places on the road, such as loading and unloading areas, next to facades or in areas reserved for public transport
, and anchor a vehicle irregularly.
Finally, citizens will have to pay
200 euros
as a penalty when they have parked their motorcycle or moped
on the sidewalk, seriously impeding the transit of people
, municipal sources indicate, because this offense will be considered a serious offense.
This new measure to free up the sidewalks is part of the reform of the Sustainable Mobility Ordinance in which the Environment and Mobility Area works and adds to the prohibition of parking bicycles and scooters on the sidewalks outside the anchorages, which advanced this newspaper on September 9.
For this, the City Council of the capital will increase the anchorages throughout the city by 50% and will double the number of parking spaces for motorcycles on the roads.
