Adnan Hamad Al Hammadi, the head of the Education, Culture, Youth, Sports and Media Affairs Committee at the Federal National Council revealed to "Emirates Today" the most important features of a federal bill on the exploitation of fictitious academic degrees, stressing that it includes gradual deterrent penalties to limit the spread of this phenomenon, ranging from Between financial fines and imprisonment, as well as moral penalties by depriving or stripping holders of those degrees of their academic titles.

Al-Hammadi stressed that the committee is working, in agreement with government representatives, to ensure that the draft law provides an adequate time limit for holders of these anonymous degrees to settle their scientific and employment status, pointing out that the articles of the draft law will deal with previous and subsequent certificates.

In detail, the head of the Education, Culture, Youth, Sports and Media Affairs Committee at the Federal National Council, Adnan Hamad Al-Hammadi, stated that the committee is close to completing the discussion of a federal bill on the exploitation of fictitious scientific certificates, and preparing its final report on it to be submitted to the Presidency of the Council before the end of October, in preparation for its discussion. In the first sessions of the Council of the second ordinary session of the seventeenth legislative term, next November.

Al-Hammadi confirmed to Emirates Today that the draft law consists of 11 articles aimed at confronting the exploitation of fictitious academic degrees, and using them for appointment to jobs in government or private bodies, or for any other purpose, pointing out that the government has great enthusiasm to confront this phenomenon. Which has become global, and then decided to propose a draft law, to deal with the rapid technological developments and the exploitation of some of them, the multiplicity of forms of education and its institutions, and the spread of public and higher education institutions, stressing that the need has become urgent towards the existence of organized legislation to protect society and the scientific and educational environment, and address all dangers Arising from the phenomenon of fake scientific certificates.

He said: “Since the committee received the bill, we held about four meetings with representatives of the government (the Ministry of Higher Education), during which they agreed on a good number of articles related to the draft law, while there were some differences in views on a number of definitions and mechanisms, Work is currently underway to solve it, especially in light of full cooperation and a common desire to complete and approve the draft law in the best legal and societal form, especially as it is one of the very important draft laws for a large number of members of society and its various sectors, and serves the country and the citizen.

Al-Hammadi added: “The draft law dealt with in its articles (1-3) definitions of some words and phrases contained within the draft law, among them the definition of fictitious certificates, which targeted those certificates issued by unauthorized bodies, whether inside or outside the country, as well as certificates issued by Entities that do not exist in the first place », pointing out that official certificates must meet several basic conditions that the Ministry of Higher Education pursues in the accreditation and equivalency process, while the new conditions to confront this phenomenon and confront the certificates issued by an unaccredited scientific body.

He explained that the articles related to penalties did not ignore anything related to fake testimonies and disposing of them, and specifically in Article 6 that went to punish everyone who deals with this certificate, starting with the one who presented it and passing through the bearer, whether he knows that it is incorrect or not, and ending with the entity or employee Who adopts it or accepts it.

The head of the committee said: "The draft law was keen on punitive articles to be gradual and varied between penal and administrative penalties against holders of this type of diploma, as the administrative penalties dealt with the cancellation of some literary titles that people acquired through their fake testimonies."

He added, "As for penal sanctions, they also come gradually, start with financial fines, and end with imprisonment."

He explained that the last articles deal with the final provisions relating to, the issuance of regulatory decisions, in addition to the publication of the law in the Official Gazette, and the date on which its provisions came into effect.

A deadline for "regularizing the situation"
